The Health coordinator will work to contribute to an improvement in the overall health of the targeted community through the provision of quality primary health care including family planning and post abortion care (PAC). Under the Health and Nutrition coordinator will work collaboratively with the health team; Ministry of Health staff, UNHCR and other partners to meet the needs of patients, promote healthy behaviours, strengthen health systems and increase local capacity.


Program management

  • Lead on the day to day implementation of the health program at the field location

  • Work with the health and Nutrition Manager and develop health response plans, staffing structure and budget for the field location and contribute to Save the Children’s overall health response strategy as needed.

Lead and manage the health team including ensuring that appropriate performance management of the team is done.

  • Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monthly/weekly data report, supervision check lists, etc).

  • Prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.

  • Working closely with the HR team and Health and Nutrition manager to rapidly recruit, induct and train new staff.

  • Identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan, as well as advising the logistics team on drug management including planning, procurement, storage, transport and stock management of medicines.

  • Ensure the integration of appropriate HIV activities into the health programmes, with a particular focus on PMTCT

  • Working closely with the MEAL team put in place a sector MEAL plan ensuring this links to reporting requirements, and capacity build health field staff in carrying out the work.

  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere charter and Red Cross Code of Conduct.

  • Work in close coordination with other health partners in the field including attending and contributing to sector meetings and processes.

  • Oversee all aspects of FP PAC project implementation and narrative reporting to ensure high quality

  • Manage work plan and ensure activities are carried out as planned – key activities include clinical training, supportive supervision, community mobilization, use of data for decision making

  • Convene regular meetings with focal points for all aspects of the program to monitor progress in implementation – head of maternity, clinic supervisor, MOH trainers, Community Coordinator, Youth Health Coordinator, and MEAL

  • Support team to use data for decision making

  • Liaise regularly with Health and Nutrition Manager and finance to monitor project spending

  • Liaise regularly with the HQ backstop

  • Complete RHE e-learning modules and advocate for relevant SCI Rwanda staff to take RHE e-learning modules

HMIS – Health Information System

  • Lead health data collection systems based on donor and internal agency indicator list relevant for the response

  • Initiate, design, and scale-up the data collection system to cover all programming components: mobile health, community health, and facility health services

  • Ensure the integration of the MISP (Minimum Initial Service Package), FP and PAC reproductive health indicators in to the emergency response

  • With the health and Nutrition Manager coordinate the sharing of SC response data with the Ministry of Health, the Health Cluster and other relevant stakeholders

  • Ensure that the data from the health programs is accurately profiled and shared across stakeholders internally

  • Analyse program data and any secondary data to better inform program design and implementation

  • Lead trainings to improve understanding of indicators, to establish uniform data collection system (uniform case definitions), data analysis and translation and using data for programmatic action

Capacity Building:

  • Identify learning and training opportunities for Save the Children health staff and partners and work as a mentor and role model for less experienced staff.


  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

  • Previous first phase emergency response experience

  • Health professional with a health /Nurse/medical background having a Bachelor degree in public health, General Medicine, degree and/or equivalent field experience

  • Demonstrated monitoring and evaluation skills

  • Ability to work a hands on implementation capacity

  • Excellent communication skills

  • Politically and culturally sensitive with qualities of patience, tact and diplomacy

  • A high level of written and spoken English

  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC  mandate and child focus and an ability to ensure this continues to underpin our support


  • Language skills in Kinyarwanda,  English ,French and Swahili

  • An area of particular expertise within humanitarian health

  • Experience of working on HIV programmes

  • Specific experience of working in consortia projects.
