UNICEF Rwanda has fully adopted the Harmonized Approach to Cash Transfers (HACT) as an approach for obtaining assurance that results have been achieved in line with resource utilization. It aims at managing risk related to cash transfers made to implementing partners in support of programme implementation, reducing partner transaction costs and allowing progressive use of national systems for management and accountability of results and resources.


How can you make a difference?


Purpose of the position


The Programme Officer (HACT) NO-2 reports to the Chief Planning, Monitoring and Evaluation, P4 for supervision. The incumbent provides professional financial, operational and administrative assistance throughout the programming process by preparing, managing and/or executing a variety of technical and administrative tasks to facilitate the effective implementation of HACT in line with the UNICEF HACT Policy and UNICEF HACT Procedure.


Main responsibilities include:


1. Support to HACT planning during the programming process


2. Support to implementation of HACT assurance activities


3. Review and use of HACT reports


4. Promote networking and inter-agency partnership


5. Promote innovation, knowledge management and capacity building


To qualify as an advocate for every child you will have:



  • A University Degree in Development Studies, International Development, Programme/Project Management, Business Administration, Financial Management, Economics, and Auditing or other relevant field is required.

  • A minimum of 2 years of relevant experiences in programme/project development and management or financial planning, management and oversight or related field at the international and/or in a developing country is required. Relevant experience in program/project financial monitoring and evaluation in a UN system agency or organization is an asset.

  • Proficiency in written and spoken English and local language is required.
