Terms of Reference


Consultancy services to review/analyse the bid documents for a new construction of Kabgayi Eye Unit

1.   Background information


Initiated in 1993 by Kabgayi Diocese in partnership with CBM, Kabgayi Eye Unit is one department of Kabgayi Hospital which belongs to the Catholic Diocese of Kabgayi. Kabgayi is the most productive Eye Unit in Rwanda and was qualified as a National Referral Centre in Eye Care by Rwanda Ministry of Health in 2012. The Eye Unit covers a population of approximately 1.2 million people in the Southern Province of Rwanda. It also receives patients from all over the country, and from neighbouring countries (Burundi and DRC). Quarterly outreach consultations and eye surgeries are performed in different Districts Hospitals within Rwanda. Kabgayi Eye Unit is the main paediatric eye centre in the country managing congenital cataract and congenital glaucoma cases, as well as undertaking vitreo-retinal (VR) surgery.


The priorities for Kabgayi Eye Unit are in line with the priorities of the Rwanda National Plan for the prevention of blindness which encompases infrastructure development, disease control, refractive error, low vision, childhood blindness (congenital cataract,retinoblastoma) and Diabetic retinopathy, squint surgery, amblyopia treatment, etc.


Kabgayi Eye Unit is implementing a five (5) year Multiyear Plan 2017-2021 which is funded by CBM Germany, CBM Italy and CBM New Zealand. The project encompasses different activities including the construction of a Paediatric Eye Unit. Therefore, the Eye Unit has received bids from three (3) companies interested in building the construction. These are: SEMIDIKA, ETRACOHA Ltd, and ABRIECO Ltd. For the supervision of the construction, the Diocese has recommended GET Ltd that produced the construction plans and designs.


 


2.   Objective of the consultancy


The bids were previously evaluated by the Diocese and SEMIDIKA constructors who are owned by the Diocese were awarded the tender. CBM would like an independent person to evaluate the bids and recommend on the most suitable company to undertake the works so as to avoid biasness and encourage more openness of the process.


The objective of the consultancy is to review/analyse the full documentation from the construction and supervision companies, including regulatory compliance, technical, human resource and financial documents, and recommend suitable and competent companies for the construction and the supervision of the new building.


3.   Deliverables


a)   A detailed report of the review/analysis of the documentation from the three construction companies, including regulatory compliance,  technical, human resource capacity and financial documents;


b)   An independent opinion on the companies’ capacity and experience;


c)   A detailed report of the review/analysis of the documentation from the supervision company recommended by the Diocese, including regulatory compliances,  technical, human resource capacity and financial documents and provide an independent opinion on the company;


d)  A recommendation of the suitable company for the new building construction and supervision.


 


4.   Consultant profile


The successful candidate for this assignment will fulfill the following requirements:


-      Proven experience in construction tender documents elaboration/analysis with well recognized donors and institutions;


-      Proven experience in the elaborating and analyzing Construction Tender Documentation with well recognized donors and institutions


-          Master’s degree in Civil Engineering;


-          The consultant must be member of the Institute of Engineers of Rwanda (IER);


-      Proven experience in construction projects planning, such as Hospitals and Health facilities;


-          Good communication skills, including strong written and spoken English;


-          Able to provide quality reports in English.


 


5.   Work timeline


The consultant is expected to perform the assigned tasks during three (3) days from the signature of the contract.


 


6.   Offer requirements


The consultant meeting the above requirements will send the following documents:


-          Application letter addressed to the Country Representative of CBM in Rwanda confirming availability to perform the assignment within the time mentioned above (3 days)


-          Detailed Curriculum Vitae with three (3) references and their contact details


-          The application letter should mention the financial offer indicating the daily rate (VAT included)


-          Up to date membership certificate from the Institute of Engineers of Rwanda (IER)


-          Proof of similar tasks accomplished within the last five (5) years


-          Copies of qualification degrees


-          Clearance certificates from Rwanda Revenue Authority and Rwanda Social Security Board, if applicable


-          Accept to sign the CBM Anti-Corruption Policy
