1.      ORGANIZATIONAL BACKGROUND

Smart Africa is a bold and innovative commitment from African Heads of State and Government to accelerate sustainable socio-economic development on the continent, ushering Africa into a knowledge economy through affordable access to Broadband and usage of Information and Communications Technologies.

The Transform Africa Summit held in Kigali, Rwanda on 28th-31st October 2013 culminated in the adoption of the Smart Africa Manifesto document by seven (7) African Heads of States (Rwanda, Kenya, Uganda, South Sudan, Mali, Gabon, Burkina Faso) in which they committed to providing leadership in accelerating socio-economic development through ICT’s.

On 30th -31st January 2014, The Smart Africa Manifesto was endorsed by all Heads of State and Government of the African Union at the 22nd Ordinary Session of the Assembly of the African Union in Addis Ababa. This development places the Manifesto at the heart of the ICT agenda in Africa beyond just the 7 original signatories at the Summit to all the 54 African countries. The Smart Africa Alliance has since grown to include 30 African countries that represent 750+ million people.

The Smart Africa Manifesto aims to put ICT at the center of national socio-economic development agenda of member countries; improve access to ICT especially Broadband; to improve accountability, efficiency, and openness through ICT promoting the introduction of advanced technologies in telecommunication; to put Private Sector first, and to leverage ICT to promote sustainable development.

2.      PROJECT BACKGROUND

With a population estimated to approximately 1.3bn people who are majorly youthful, ensuring quality jobs to leverage on the continent’s demographic opportunity is set to be one of Africa’s game-changer. An estimated 15 to 20 million increasingly well-educated young people will join the African workforce every year for the next three decades.

The Smart Africa Digital Academy (SADA) is the delivery vehicle of the Smart Africa capacity building and skills development activities across the various digital skills spectrum. It is a pan-African dynamic learning ecosystem in which African citizens of all ages and social classes can gain or improve their digital skills, gain qualifications, meet the emerging talent needs of employers, industry or be self-reliant. SADA also calls for a coalition of digital skills development by federating stakeholder’s currently fragmented efforts and replicating successful initiatives across the continent.

3.      OBJECTIVE OF THE ASSIGNMENT

The overall objective of the consulting firm’s mission is to develop the web environment for SADA effective deployment. The contracting firm should develop, design, launch, maintain, actively enrich with content the Smart Africa Digital Academy platforms and portals that will address the needs of the various stakeholders of Digital Skills Development and help to curb the digital skills divide in Africa. The specific objectives will be as follows:

  • Development of a Web-based stakeholder engagement platform: – an interface for organizations, big and small, from the public or private sector, and governments to join the Smart Africa digital skills coalition to curb the digital divide through their activities, contributions, and initiatives at the national or continent-wide levels. The platform documents initiatives with specific actions, pillars, beneficiaries, and clearly specified indicators to ease reporting and monitoring. A badging system will be implemented to appraise progress towards achieving the stated initiatives.
  • Development of the African Digital Skills Marketplace platform: – an enabling environment for digital skills nurturing driven by industry demand while equipping individuals with the right framework to make informed decisions about career choices. The platform defines skill-match between talents, jobs, and the learning requirements supporting people to make specific career choices and employers to high resources for their digital skills needs.
  • Development of the SADA eLearning Portal with countries instantiation: – providing a complete learning and training portal for SADA’s capacity-building initiatives. The eLearning portal will be developed and populated with content according to the overall SADA implementation plan as well as individual country’s initiatives. The eLearning portal should be able to have individual country instances. It should also be able to have a central SADA instance for trainings happening at the Continental or global level.
  • Ability to issue blockchain-based certificates to participants: – The platform should be able to issue a SADA digital certificate that is easily verifiable and linked to the various social media profiles.

4.      SCOPE OF WORK

  • Detailed Scope of work for the development of a Web-based stakeholder engagement platform.

The platform provides a single point of access to the Smart Africa Digital Academy coalition for stakeholder engagement. It will provide interactions between a community of enterprises, SMEs, universities, education providers, policymakers, international organizations, donor agencies to promote digital skills initiatives and best practices on the Africa continent. Key areas of work are:

  • Provide a detailed Technical scope for the platform development to support the following features:
    • Information and links to Africa National policy initiatives and digital skills strategies
    • A private tool for Smart Africa member states to populate national initiatives
    • Searchable African repository of digital skills initiatives and labor trends. The repository will build upon the upcoming Smart Africa Digital competency framework and provide up-to-date data on digital skills development in Africa
    • A set of APIs to update contents (primarily in English) from known partners and national websites
    • a multilingual-ready platform to support content-publishing in official AU languages (English, French, Arabic, and Portuguese)
    • Compliance with existing Data Protection regulations and IP rights in Africa and globally.
  • Develop the Smart Africa Stakeholder engagement portal

Development of the African Digital Skills Marketplace platform

The platform provides an enabling environment for digital skills nurturing driven by industry demand while equipping individuals with the right framework to make informed decisions about career choices. Key areas of work are:

  • A business analysis report mapping the digital skills needs, relevant content sources, best-in-class websites and platforms, interoperability requirements, and future trends.
  • a detailed technical scope of the skills and job match portal to include the following specifications but not limited to:
    • The ability for users to link their other social media profiles, Job experiences, and accreditations
    • Artificial Intelligence-based matchmaking mechanism and other relevant innovative features to keep the platform updated
    • Excellent user experience design and advanced user typology
    • Integration with existing national job and career matching portals through, where required, relevant APIs
    • Links to African jobs repository
    • A multilingual-ready feature to support official AU languages (French, Arabic and, Portuguese)
    • Compliance with existing Data Protection regulations and IP rights in Africa and globally.
  • Develop the Smart Africa Digital Skills platform

Development of the SADA eLearning Portal with simultaneous countries instantiation

Key deliverables are:

  • Provide a detailed technical scope for the platform development to support the following features:
    • Ability to have simultaneous instances of multiple country-level portals as well as an overall headquartered profile, with a single unique user identity.
    • Ability to create all the four pillars of SADA in a modular format (Policy and Decision Makers, Advanced and Specialized Trainings, STEAM and Digital Literacy or citizens.) such that based on the initial digital skills assessment and registration, the individual can be taken to the relevant module.
    • Ability to create a digital certificate, which can easily be verified with blockchain technology and linked to other social media profiles of the participant.
    • A portal that uses the digital skills assessment framework to identify the right training module for the participant.
    • Multiformat content integration functionalities with relevant plugins and APIs
    • Videoconferencing integration to support webinars, teleconference sessions, and seamless mixing of asynchronous online learning and instructor-led trainings.
    • Single Sign-On (SSO) compatibility when navigating in multi-platform environments.
    • Multilingual support for official AU languages (English, French, Arabic and, Portuguese).
    • Adaptation of SADA eLearning Portal to match SADA’s graphics charter.
    • Compliance with existing Data Protection regulations and IP rights in Africa and globally.

5.      INDICATIVE TIMELINES AND EXPECTED RESULTS

The selected firm or consortium of firms must carry out the project within sixteen (16) weeks from the date of signing the contract.

6.      FIRM PROFILE AND EXPERIENCE

In addition to the human resources required to assemble its team, as described below, the firm must meet the following minimum requirements to be considered for the evaluation:

  • Demonstrate experience in the field of:
    • E-learning Portal with multiple instances
    • Web development, web design, and content design
    • Confirmed expertise in Drupal modules and themes development
    • Excellent graphic design capability and data visualization
    • Search engine optimization
    • Stakeholders’ management and community building
  • Demonstrate technical ability in the field of digital skills, analysis of skills needs, and learning
  • Ability to provide Continuous Integration / continuous delivery automation.
  • Demonstrate the ability to design user-friendly, intuitive deliverables and evolutive digital skills platforms
  • Have proven references for at least two contracts or relevant services in the past five years;
  • Ability to work in a French and English environment.

The work shall be carried out by two teams of at least (4) four highly qualified consultants/experts each in the requested specialties, namely:

Lead Consultant/Team Leader (1) with the minimum requirements below to be considered for the evaluation:

  • Master’s degree in Computer Sciences, Software Engineering, Software Development, and other relevant fields.
  • At least 10 years of professional experience in full-Stack web design and development.
  • Experienced in leading and coordinating project teams comprising a range of expert profiles, ideally across national boundaries and in remote settings in the development of a multistakeholder web platform or related tasks,
  • Project Management ability and experience in supporting the development of multi-stakeholder institutional platforms and portals.
  • Demonstrated strong experience in the following development frameworks, methods, and tools
    • Drupal 8 and Symphony
    • Agile methodology
    • Unit and functional Test frameworks
    • Any other relevant tools
  • Experience including working in Africa;
  • Fluent in both French and English;
  • Having participated in at least five (5) projects of a similar or higher level of complexity in the last 5 years.

 Platform Design Expert with a focus on eLearning and Skills development:

  • A University graduate with a minimum of a master’s degree in Computer Sciences, IT, Software Engineering or other relevant fields;
  • Having at least 10 years of proven experience in designing complex platforms with highly integrated capabilities
  • Experience in developing highly scalable eLearning platforms.
  • Having participated in at least three (3) projects of a similar or higher level of complexity in the last 5 years.

 Monitoring and Evaluation Expert (1) with the minimum requirements below to be considered for the evaluation:

  • At least a master’s degree in the field of IT, Computer Information Systems, Statistics, Data Sciences, Mathematics, Economics, Management, or other relevant fields.
  • Minimum of 5 years of relevant experience in monitoring and evaluation, strategic planning, project management and execution of ICT projects/studies, project design, and management.
  • Experience including working in Africa;
  • Having participated in at least three (3) projects of a similar or higher level of complexity in the last 5 years.

 Software Testing Engineer with the minimum requirements below to be considered for the evaluation:

  • At least a bachelor’s degree in the field of software development, computer Sciences, software engineering, computer information systems or related
  • Minimum of 5 years of relevant experience in conducting trials of newly developed software, with a specific focus on platforms and eLearning portals.
  • Good knowledge of eLearning landscape
  • Having participated in at least three (3) projects of a similar or higher level of complexity in the last 5 years.

The Consultancy firm shall propose additional staff as part of the consulting team as necessary with adequate justification towards the realization of the project’s objectives.

  1. Financial Criteria

Once the technical criteria have been evaluated, the costs of all bids will be listed from low to high. Computing the cost criteria score will be accomplished by use of the following formula:

The Applicant getting maximum marks on 80-20 weightage (80% for technical and 20% for financial) will be considered for the assignment. The weights given to the Technical (T) and Financial Proposals (F) are: T = 0.80 and F = 0.20

The Final Score (S) is calculated as follows: S = St*T + Sf*F

8.      SUBMISSION REQUIREMENTS FOR TECHNICAL AND FINANCIAL PROPOSALS

A specific outline must be followed to facilitate the Smart Africa Secretariat’s review and evaluation of the responses received.

A response to this RFP must include the following sections in the order listed:

  1. A cover letter confirming the firm’s interest to provide the services required
  2. Administrative documents (Company registration certificates, Tax clearance certificates). Failure to submit will lead to automatic disqualification of the offer.
  3. A technical proposal containing the following content:
  • Executive summary
  • Business experience/Profiles
  • Design Methods and Tools
  • Architectures of each of the proposed platforms
  • Demo Links and Screenshots of expected features
  • Mission team experience (Include links to support experience)
  • Updated Curriculum Vitae for the team and academic certificates requested
  • Recommendation letters signed and stamped
  • Company registration certificates and tax clearance
  1. Financial Proposal containing the following tables.
  • Summarized Total Cost VAT Inclusive (Value of tax indicated on final cost)
  • Breakdown of a remuneration package
  • Breakdown of reimbursable expenses
  • All companies should quote in United States Dollars (USD) as currency.
  • All bidding firms/ companies should Indicate their preferred payment terms

NOTE: All financial proposals/offers should be password protected and Smart Africa will request it for bidders who have been qualified in the technical evaluation.

10.  RIGHTS RESERVED 

This RFP does not obligate the Smart Africa Secretariat (SAS) to complete the RFP process. SAS reserves the right to amend any segment of the RFP prior to the announcement of a selected firm. SAS also reserves the right to remove one or more of the services from consideration for this contract should the evaluation show that it is in SAS’s best interest to do so. SAS also may, at its discretion, issue a separate contract for any service or groups of services included in this RFP. SAS may negotiate a compensation package and additional provisions to the contract awarded under this RFP.
