 Terms of Reference for Consultant to Co-Facilitate Concern’s Management Development Programme, Pathway, in French

1. Background

 Concern Worldwide is an international humanitarian organisation that strives for a world free from poverty, fear and oppression. We deliver life-saving and life-changing interventions to the world’s poorest and most vulnerable people. From rapid emergency response to innovative development programming, we go to the hardest to reach places to make sure that no-one is left behind. Currently working across 27 countries Concern has approximately 3,641 staff, 207 are expatriate and the remainder nationals of the various countries of operation.

2. Context 

Pathway is a six-month programme, targeted at middle management, with the purpose of enabling managers to develop their ability to manage and lead others with greater confidence, initiative and commitment, in order to achieve greater impact for Concern’s work.

Pathway is delivered in both English and French and takes a blended learning approach to ensure there is a practical application of learning. Since 2013, over 600 managers from 24 countries across Concern have participated in the programme. Concern’s Learning and Organisation Development function works with Consultants to facilitate the delivery of the programme. Appendix A provides an outline of the six-month programme schedule, which includes two 3.5-day workshops as part of the delivery.

Concern are now seeking to expand our panel of Pathway facilitators to meet the high demand for access to the programme across all our managers.

Pathway introduces managers to the fundamentals of people management using recognised management principles and models and applying them to Concern’s contexts and ways of working. The delivery style is highly participatory, where learners take responsibility for their own learning and actively support each other in the process.

3. Purpose of the Consultancy

The successful consultant will join an existing panel of internal and external Pathway facilitators, firstly as an observer and thereafter as a co-facilitator.  The consultant will:

  • Observe the delivery of Online Pathway workshop 1 and 2 in English, this includes:
  • attending initial briefing sessions with facilitators prior to both Pathway workshop 1 and 2;
  • attending and observing each online session, allowing time for debrief after each session;
  • supporting the facilitators during each online session, where necessary; and,
  • attending debriefing sessions with facilitators after both Pathway workshop 1 and 2.
  • Co-facilitate in-person Pathway workshop 1 and 2 in French (once fully familiar with existing training content), this includes:
  • attending a briefing session with the facilitator prior to Pathway workshop 1 and 2;
  • co-facilitating Pathway workshop 1 and 2 in-person and contributing thoughts and reflections to improve the experience and relevance for participants; and,
  • engaging with participants to gain their sense of the programme.

4. Expected timeframes 

Expected timelines and details of delivery are outlined in the table below:

Co-facilitate in-person Pathway Workshop 1 and Workshop 2 in French;

  • Preparatory meetings with co-facilitator prior to each workshop (approx. 1 hr each)
  • Co-facilitating Pathway Workshop 1 in French in Rwanda (3.5 days)
  • Co-facilitating Pathway Workshop 2 in French in Rwanda (3.5 days)

Co-facilitating Pathway programme  in French in Rwanda:

Please note: the above terms of reference outlined are dependent on travel restrictions arising from COVID-19. This ongoing situation is being monitored on a regular basis and any necessary changes to the delivery of Pathway will be communicated accordingly.

5. Skills and experience required

The consultant will have

  • Strong facilitation skills and experience of delivering workshop-based leadership / management development programmes;
  • Previous experience of working with NGOs, ideally in a people development capacity, with an understanding of the complexities of managing in the contexts in which Concern works;
  • Previous experience of managing teams;
  • Fluency in French and English, both written and spoken.

6. Lines of Communication

The consultant will report to:

Louise Barry, Learning and Organisation Development Adviser; responsible for the overall coordination of the Pathway programme.

7. Application Process

Only candidates meeting the above criteria will be shortlisted for an interview.

  • CV and details of relevant expertise and previous facilitation experience;
  • The proposed facilitation daily fee including VAT where applicable;
  • The details of two relevant referees.

8. Proposal Timeline

 The following timelines will apply:

  • Deadline for proposal submission: 19th of July
  • Consultant selection process: 20th – 30th of July
  • Consultancy interview process: 9th August – 13th of August
  • Consultancy commencement: 30th of August

 Pathway Delivery Outline 



Participants will:

Month 1

Phase 1: Registration & Assessment

  • register onto the programme and receive programme guides
  •  conduct online assessments, along with their nominated observers
  • meet with line managers to set objectives for the programme

Month 2

Phase 2: Workshop 1

  • attend workshop 1

Months 3 & 4

Phase 3: Application of learning

  • meet with line manager to review learning and agree learning project and other actions
  • complete learning project
  • complete online learning modules

Month 5

Phase 4: Workshop 2

  • attend workshop 2

Month 6

Phase 5: Programme Close

  • meet with line managers to review learning and agree personal development plan
  • participate in group presentation to CMT outlining their learning during Pathway
  • receive certificates after completing all programme elements
