Organization Background: Education Development Center (EDC) is one of the world’s leading non-profit research and development firms. EDC’s services include research, training and technical assistance, and educational materials, with activities ranging from seed projects to large-scale national and international initiatives. While the issues we confront are complex, all that we do is united by one simple conviction: Learning is the liberating force in human development.

Projects Background: EDC currently implements 3 projects in Rwanda. USAID Huguka Dukore Akazi Kanoze (HDAK), a project that over the course of five years, has been preparing Rwandan youth workforce to meet the needs of an evolving knowledge-based economy that requires 21st century capabilities. It aims to provide 40,000 vulnerable youth with employability skills by scaling up proven successful interventions across 20 of 30 districts countrywide.

 USAID Umurimo Kuri Bose (UKB) is a 2-year project that aims to increase employability skills of youth with disabilities in 12 districts, while fostering an enabling environment for youth with disabilities to be able to access and succeed in employment and self-employment.

 Mastercard Foundation Building Resilience in TVET through E-learning (BRITE) is a 2-year project that will support and work closely with Rwanda Polytechnic to help strengthen existing e-learning initiatives by focusing on transferable employability skills, trade-based technical skills, as well as remote support to students during their internships and/or apprenticeships.

Duties and Responsibilities:

Under the supervision and guidance of the Technology and Database Specialist and the E-learning Materials Development Specialist, the IT Expert Consultant will be in charge of implementing a technology Mapping activity at TVET and IPRC schools where the main tasks will be to:

  • Desk review of existing ICT mapping conducted in TVET for last two years
  • Assess existing platform, ICT infrastructures, access to internet and required IT equipment for e-learning at the sampled TVET and IPRC schools.
  • Assess Trainers and trainees digital literacy skills for online learning and use of different online applications.
  • Assess Internet access at schools and Internet penetration / access for trainers and students outside of school.
  • Provide Technical advice by determining needs and suggest concrete, cost-effective, and sustainable actions for improvement or adjustment.
  • Visit all sampled schools.
  • analyze collected information and consolidate in a final results/finding report document.
  • Summarize in PPT the mapping findings and present to EDC, RP and RTB for feedback
  • Finalize findings report/ with feedback collected from EDC, RP and RTB
  • Provide support, including procedural documentation and relevant reports.
  • Perform other activities as required.

Specifically, the IT Expert Consultant will:

  • Follow up on appointments made to visit the sampled schools by liaising with the focal person at each school to make sure that everything is ready for the visit
  • Test and vet existing technology platform, infrastructure, access to internet and assess required IT equipment for e-learning at the sampled TVET and IPRC schools
  • Prepare and provide a few exercises or tasks to trainers/teachers and students to be done on a computer and/or a mobile smart device (laptops, mobile phones, tablets) to assess their level/skills to use technology/platforms.
  • Prepare and conduct one-on-one interviews or FGDs to assess internet access at school and outside of school for trainers and students.
  • From experience and research, advise or provide inputs if any to improve the technology mapping approach and the technology mapping tools.
  • Work closely with the consultant’s direct supervisors and the BRITE technical team to gather valuable inputs from the team that would be useful during the schools’ visits.
  • Gather collected information from the schools and consolidate in a final results document and submit to the direct supervisor for review.
