 TERMS OF REFERENCE FOR PROCUREMENT OF SIX HIGH GENETIC MERIT BULLS TO SUPPORT THE RAB BULL STATION.

Project name: RDDP

1. Introduction

Rwanda Dairy Development Project (RDDPis a 6-year project operating under the Ministry of Agriculture and Animal Resources/Rwanda Agriculture and Animal Resources Board (RAB) in partnership with Heifer International. The overall goal of the project is to contribute to the pro-poor national economic growth and improve the livelihood of resource-poor rural households by focusing on food security, nutrition and empowerment of women and youth in a sustainable and climate-resilient dairy value chain development. Specifically, RDDP seeks to enhance the competitiveness and profitability of the dairy sector through the provision of quality products from small-scale producers to domestic and regional consumers, thus improving their livelihoods, food security and nutrition whilst building overall resilience.

Sustainably intensifying dairy production and productivity through the promotion of improved dairy farming practices and access to quality dairy inputs, extension services including veterinary and Artificial Insemination (AI) services, requires among other things having the right genetics in the production base. The country’s dairy production base is currently still of low quality which calls for introduction of High Genetic Merit bulls which can provide the desirable semen of the quality good enough to produce the desired progeny for the future.

The Rwanda Dairy Development Project has the target of supporting the RAB Bull Station with 10 High Genetic Merit bulls for production of semen. Through Heifer International Rwanda, 4 bulls were imported in 2018 and six (6) more are planned to be imported this year.

2. Technical specifications for proven dairy and dual purpose bulls for semen production

2.1 Holstein-Friesian Breed

Breed: Holstein-Friesian

Quantity: Two (2) bulls

 2.1.1 Technical specifications:

2.1.1.1 General characteristics of the bulls:

  • The Bulls must be PURE Breed Holstein-Friesian;
  • Each animal will be individually identified by means of a unique number on a clearly visible eartag;
  • Each bull must have a complete identification about the Artificial Insemination station of origin and be officially registered;
  • The pedigree of each bull must be precise and show at least three generations in its ascendance;
  • Age of each bull: between 2 and 3.5 years and Genomically tested ;
  • The bull must be selected from other bulls reared on the same AI Station;
  • Be already trained on mounting and semen production;
  • Gives good quality semen: sperm post-thaw motility test be above 42%;

 2.1.1.2 Phenotypic characteristics of the bulls

  • The Bulls must have the typical standard (colour, size, stature, etc) of the breed
  • Good general status
  • Good temperament
  • Conformation characters: Good conformation, dairy character, capacity, rump, feet and legs correct

2.1.1.3 Results of the pedigree and genomic tests

  • The performance index of the Bull must be recorded in an official bull catalogue
  • The Bull must have successfully completed the pedigree and genomic tests (Milk, Protein, Fat, etc) with accuracy above 60%;
  • Profit index or breeding value: above the country average for most of the economic traits and functional traits (conformation characters, calving ease, fertility, etc);
  • Conformation characters: good results for the conformation, the dairy character, the capacity, the rump, feet and legs, the mammary system;

2.1.2 Other requirements

2.1.2.1 Country of origin

The Bull should come from any of the INTERBULL member countries except; Ireland, USA and Canada.

2.1.2.2 Health requirements

  • The Bulls must be, within 24 hours of departure for Rwanda, inspected by a Vet and have not exhibited any sign of infectious or contagious disease and not have any external parasites;

NB: A Veterinary Health Certificate to be agreed upon with RAB and should cover all the requirements as specified.

 2.1.2.3 Selection

The Selection team should have expertise in animal breeding, animal health and semen quality, Animal Transportation and experience in working with AI centres. After selection of the bulls by the supplier’s selection team from a reputable bull centre, the supplier will submit to Heifer International Rwanda the relevant documents related to all details of the selected bulls, after which the documents will be submitted to RAB for review and approval of the bulls before freight arrangements.

 2.2 Fleckvieh Breed

Breed: Fleckvieh

Quantity: Two (2) bulls

2.2.1 Technical specifications

2.2.1.1 General characteristics of the bulls

  • The Bulls must be PURE Breed Fleckvieh;
  • Each animal will be individually identified by means of a unique number on a clearly visible eartag;
  • Each bull must have a complete identification about the Artificial Insemination station of origin and be officially registered;
  • The pedigree of each bull must be precise and show at least three generations in its ascendance;
  • Age of each bull: between 2 and 3.5 years and genomically tested;
  • The bull must be selected from other bulls reared on the same AI Station;
  • Be already trained on mounting and semen production;
  • Gives good quality semen: sperm post-thaw motility test be above 42%;

 2.2.1.2 Phenotypic characteristics of the bulls

  • The Bulls must have the typical standard (color, size, stature, etc) of the breed
  • Good general status

  • Conformation characters: good results for the conformation, the dairy and beef standard characters, feet and legs, and the mammary system; 

2.2.2 Other requirements:

 2.2.2.1 Country of origin

The Bull should come from any of the INTERBULL or INTERBEEF member countries except; Ireland, USA and Canada.

2.2.2.2 Health requirements

  • The Bulls must be, within 24 hours of departure for Rwanda, inspected by a Vet and have not exhibited any sign of infectious or contagious disease and not have any external parasites;

NB: A Veterinary Health Certificate to be agreed upon with RAB and should cover all the requirements as specified.

 2.2.2.3 Selection

The Selection team should have expertise in animal breeding, animal health and semen quality, Animal Transportation and experience in working with AI centres. After selection of the bulls by the supplier’s selection team from a reputable bull centre, the supplier will submit to Heifer International Rwanda the relevant documents related to all details of the selected bulls, after which the documents will be submitted to RAB for review and approval of the bulls before freight arrangements.

2.3 Sahiwal Breed

Breed: Sahiwal

Quantity: Two (2) bulls

2.3.1 Technical specifications

2.3.1.1 General characteristics of the bulls

  • The Bulls must be PURE Breed Sahiwal;
  • Each animal will be individually identified by means of a unique number on a clearly visible eartag;
  • Each bull must have a complete identification about the Artificial Insemination station of origin and be officially registered;
  • The pedigree of each bull must be precise and show at least three generations in its ascendance;
  • Age of each bull: between 2 and 3.5 years;
  • The bull must be selected from other bulls reared on the same AI Station or AI contracted farms
  • Be already trained on mounting and semen production;
  • Gives good quality semen: sperm post-thaw motility test be above 42%;

 2.3.1.2 Phenotypic characteristics of the bulls

  • The Bulls must have the typical standard (color, size, stature, etc) of the breed
  • Good general status
  • Good temperament
  • Conformation characters: Good conformation, dairy and beef characters, feet and legs correct

2.3.1.3 Results of the pedigree, phenotypes evaluation

  • The performance index of the Bull must have clear record
  • The Bull must have successfully completed pedigree tests (Milk, growth, etc);
  • The bull must have breeding values (Index) estimated from pedigree and own information or molecular information;
  • Profit index or breeding value: above the country average for more of economic traits (milk and beef traits) and functional traits (conformation characters, calving ease, fertility, etc);
  • Conformation characters: good results for the conformation, dairy and beef standard characters, feet and legs;

2.3.2 Other requirements:

 2.3.2.1 Country of origin

The Bull should come from any Country meeting the conditions stated in these terms of references. Priority should be given to tropical countries with climate close to one in Rwanda;

2.3.2.2 Health requirements

  • The Bulls must be, within 24 hours of departure for Rwanda, inspected by a Vet and have not exhibited any sign of infectious or contagious disease and not have any external parasites;

NB: A Veterinary Health Certificate to be agreed upon with RAB and should cover all the requirements as specified.

 2.3.2.3- Selection

The Selection team should have expertise in animal breeding, animal health and semen quality, Animal Transportation and experience in working with AI centres. After selection of the bulls by the supplier’s selection team from a reputable bull centre, the supplier will submit to Heifer International Rwanda the relevant documents related to all details of the selected bulls, after which the documents will be submitted to RAB for review and approval of the bulls before freight arrangements.

  1. Tender Procurement Guidelines

Heifer International Rwanda is looking for a competent Local or International company to carry out procurement of six (6) High Genetic Merit bulls; two (2) of Holstein-Friesian breed, two (2) of Fleckvieh breed and two (2) of SAHIWAL breed.  The Holstein-Friesian and Fleckvieh breeds shall come from INTERBULL Member Countries with exception of Ireland, USA and CANADA, and the SAHIWAL breed shall come from any Country meeting the conditions stated in these terms of with priority given to tropical countries with climate close to one in Rwanda.

Interested companies should have experience in sourcing and importation of Live Male animals (for breeding purposes) and ability to work with bull stud in INTERBULL Member Countries, adherence to the international guidelines and standards in transportation of Animals, Humane handling of Animals, The company should have working relationship with qualified personnel trained in Animal Genetics and Breeding, Veterinary Medicine with specialization in Animal Genetics and Breeding with experience in selecting High Genetic Merit Bulls and also working with INTERBULL Centers.

3.1 Financial quotation requirements:

  • Bidders shall submit their financial quotation for the supply of the above mentioned High Genetic Merit Bulls including taxes, and all flight/shipment charges (Air flight bill and Livestock Insurance bill and airport fees)
  • Financial proposal: The supplier shall propose a reasonable cost estimate for the assignments. The contracted company shall be entirely responsible for all taxes, flight and transit and road transportation costs incurred up to RAB Bull station in Huye.
  • Bulls documentation: The bidding company shall provide some information/documentation of potential bulls and sources/breeders where they are likely to get the bulls and commitment of collaboration from source,

3.2 Experience.

  • The bidding company should demonstrate their previous experience in importation of Live Male animals (for breeding purposes) with at least one reference letter as evidence of having imported live animals.
  1. Selection Criteria.
  • Selection of the best bidder shall be based on least cost selection and proof of past experience.
  1. Notification.
  • The outcome of the selection shall be notified to the bidders through the email and thereafter the successful bidder shall be invited for contract negotiation and signing.
  1. Validity of bids
  • The validity of bids shall be 90 days starting from the deadline for submission of bids. HIR may cancel the tender at any time before the signing of the contract, including the reduction on prices of services and items that HIR will judge to be out of the normal range.
  1. Performance guarantee
  • The successful bidder shall be required to submit a valid performance guarantee equivalent to 10% of the contract value from a recognised financial institution or Insurance company.
  1. Administrative Requirements
  • The bid document must include the following administrative documents at a minimum. Incomplete quotations may be rejected.
  • Business registration certificate
  • Valid tax clearance certificate
  • Valid social security fund clearance certificate for locally registered companies.
  • One reference letter
  1. Quotations and Submission

Well-presented bids prepared in English language must be sent to Heifer International Rwanda via procurement-rw@heifer.org not later than Friday 23rd  July 2021 at 5pm local time. Bids submitted after the fore mentioned date and time will be rejected.
