Bella Flowers Ltd is a private company operating in Rwanda involved in the production of cut roses supplied to local and international markets. Established as a strategic investment to boost the floriculture industry, Bella flowers Rwanda mission is to grow into a pioneer of excellence in the production of high-quality roses for export to international markets.


Developed on 35Ha of land in Gishali, Rwamagana district, Eastern Province, the farm is situated at an altitude of 1500M above sea level, about 65 km from Kigali International airport via the main Kigali-Rwamagana road (approximately one hour drive) and 9 Km from the main road, accessible via a good road.


Our professional and dedicated team have established a modern and efficient crop management system and quality controls both in the field and the processing to ensure client satisfaction. Exports to international markets kicked off in September 2016 to Holland and still expanding to other markets across the world. Bella flowers strive to provide its esteemed customers high-quality roses with guaranteed fulfillment of specific requirements.


We are seeking to recruit a competent candidate to fill the position of a Human Resource Manager whose purpose is to ensure the day-to-day running of the Human Resource and Administration department. The following are the key competencies, experience, and skills required for this position.


Human Resource and Administration Manager Job Qualifications:



  • Minimum Bachelor’s degree in Human Resource Management, or Business Management;

  • Holder of Diploma in Human Resource Management;

  • Minimum of at least three (3) years’ experience in human resource management at management level preferably in a renowned agribusiness company in Rwanda.

  • An MBA (HRM) will be an added advantage;


Required Skills and Competencies



  • Must demonstrate team management, excellent leadership, and interpersonal communication skills;

  • Ability to develop HR strategies and business plans to drive the corporate strategy;

  • Have demonstrated a high degree of professional competence in Human resources management and development services;

  • Demonstrate a clear understanding of the vision and mission of the company and ability to translate the HR role in the realization of the mission;

  • Ability to use computers, including MS Office suite and Human Resource Management Information System (HRMIS);

  • Ability to multitask in a fast-paced environment;

  • Excellent people management and development skills, written and oral communication skills both in English and Kinyarwanda and high degree of honesty and integrity; and

  • Must demonstrate experience on immigration matters.


Human Resource and Administration Manager Job description



  • Consulting with entity management in providing day-to-day HR guidance and services.

  • Head of the HR department & responsible for supervision and mentorship of staff in the delivery of HR and business operations.

  • Manages the development and implementation of policies and procedures with regard to HR and operations.

  • Advising on various legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance for the entity.

  • Providing day-to-day performance management guidance to line management (coaching, counseling, career development, disciplinary actions).

  • Recruitment and contract management in the entity.

  • Works closely with management and employees to improve work relationships, build morale, increase productivity and retention.

  • Develop contract/employment terms for new hires, promotions, transfers and contracted resources.

  • Prepare and manage all payroll issues and changes prior to processing in the Finance Department.

  • Assisting international employees who have expatriate assignments and related HR matters, to acquire and comply with the Law on non-immigrant and immigrant visa matters.

  • Evaluation and monitoring of the success of training programs.

  • Follow-up to ensure training objectives are met.

  • Handle all employee relations issues.
