Part 1 – Job Description


1. Main Purpose of the Job


To coordinate the adaptation and implementation of the Passages project in Rwanda in partnership with the selected project partners.


2. Position in Organisation



  • Grade 4

  • Employed by Tearfund Rwanda which is part of the East and Central Africa cluster

  • Reports to the Programme Manager in Rwanda with matrix management by the Gender and Protection Unit.

  • Works closely with the Tearfund country partners, Tearfund’s Gender and Protection Unit (GPU). and IRH.

5. Duties & Key Responsibilities


5.1 Project Coordination



  • Coordinate the implementation of project activities to achieve the goals and objectives of the project adaptation process in Rwanda.

  • Ensure timely implementation of activities as per yearly work plan and budgets, resolve challenges in close coordination and discussion with the respective stakeholders.

  • Responsible for ensuring implementation of activities to Tearfund Quality Standards and in line with sector technical good practice

  • Manage and monitor the project budget for the partners in consultation with Finance Grants manager and programme manager

  • Lead in the writing of donor project reports, including budgets and projections

  • Participate in project evaluations and assist in the analysis of results

  • Administration of workshops, trainings, and meetings that are hosted as part of the project

  • Participate in knowledge and information sharing within the programme

  • Identify, document and disseminate relevant project learning within the Programme

  • Work closely with IRH and partners to ensure the joint interventions, activities are integrated in alignment with the project scope


5.2 Project Partner Management and M&E



  • Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective teamwork

  • Provide supervision, guidance and monitoring for partners' project staff, ensuring clarity in project plans and priorities and encouraging effective teamwork

  • Identify areas for capacity building within the project team and liaise closely with the Tearfund Rwanda team to provide support and training

  • Ensure systematic and quality monitoring and evaluation data is collected, stored and disseminated as per project requirements

  • Be Tearfund Rwanda focal point for Passages consortium M&E working group

  • Conduct monitoring visits to the field locations and provide capacity building, training, and guidance for partners staff on reporting and donor compliance.


5.3 Technical Support and Training



  • Work closely with the Technical Lead for Transforming Masculinities to provide technical assistance for this work to selected partners

  • Ensure project implementation by partner meets required quality standards, and follows the process required as per intervention design.

  • Ensure successful implementation of the interventions, work closely with the partners to meet technical requirements.


5.4 Donor Compliance



  • Ensure that all project information is recorded and organized using effective paper and electronic filing and archiving systems in accordance with Tearfund standard procedures

  • Responsible for collating timesheets, receipts and project reports on a monthly basis in accordance with donor compliance requirements

  • Ensure that all the project narrative and financial reports are submitted on time and in line with donor requirements


5.5 External Representation



  • Build positive local working relationships with local communities, district government officials, local churches, UN and where appropriate, donor representatives

  • Engage missions with the support of Tearfund Rwanda and Gender and Protection Unit, set up and facilitate continuous engagement with key stakeholders in the country

  • Work independently and with other agencies to build local community acceptance of Tearfund and other humanitarian agencies

  • Attend relevant inter-agency coordination and donor meetings as required


Part 2 – Person Specification


 
































  •   Essential Desirable
    Qualifications

    • Degree or equivalent qualification in development, international relations, or other relevant courses (family planning, sexual & reproductive health, gender).




    • Any additional qualification in gender-related subjects

    • An understanding of Christian relief and development issues


    Experience

    • 3 years’ experience in managing projects.

    • Work with a development organization for 5 years.

    • Managing budgets and financial systems.

    • Managing compliance and documentation for donors.




    • Project Management experience with local/ Christian/ church-based NGOs

    • Successful management of donor-funded projects. (USAID would be added advantage).


    Skills and Abilities

    • Excellent written and verbal communication skills in English, Kinyarwanda and/or French

    • Excellent interpersonal skills including sensitivity in cross-cultural communications.

    • Ability to collate, analyze and report data in a clear and coherent manner

    • Ability to organize and manage one’s own work

    • Ability to prioritize and work under pressure

    • Ability to influence in a diplomatic manner

    • Ability to work with children or vulnerable people in an appropriate and safe manner in accordance with the Tearfund Safeguarding policies.




    • Strong IT skills

    • Open to learn and use new applications effectively

    • Understanding of effective church mobilization approaches

    • Strength of character that can persevere with initiatives and prove their appropriateness and potential despite pressure otherwise
