Vacancy Announcement


Job title: Wapa Administrator


Grade: C4


Overview


CIMERWA is Rwanda's only integrated cement producer. Established 30 years ago, the firm's production plant is located in Muganza, Rusizi district in South Western border of Rwanda. Some of its products are exported to the DRC and Burundi. CIMERWA invested USD 170 million in a new modern dry process production plant in Muganza with a capacity to turn out 600,000 tons of cement per year. This is a six-fold increase from the older plant's total production that was capped at 100,000 tons per year.


CIMERWA is 51 per cent owned by PPC Ltd, Southern Africa's largest cement producer. PPC Ltd has been in the cement business for more than 100 years and is a public company listed on the Johannesburg Stock Exchange.


Job Responsibilities


Reporting to Finance Manager and Supply Chain Manager, the position has the following responsibilities;


a) Ensure availability of proper and accurate stock records.


b) Supervise the storekeepers and ensure their compliance with the store keeping principles


c) Provide weekly stock holding and stock movement reports.


d) Periodic stocktaking, identification and reporting of discrepancies


e) Receiving and costing incoming inventory.


1) Plan the layout of store for ease of access and identification of materials.


g) Ensure proper storage of materials to avoid breakages, deterioration, weathering and related wastage.


h) Issuance of materials; ensure that all stores issues are recorded


i) Advise management on stock levels (values) on periodic basis


j) Manage transfer of materials to different stores


k) Liaise with logistics for efficient movement of materials 1) Take appropriate measures to ensure security of materials


m) In the office, WAPA Plans, and monitors product inventory for the delivered goods in the stores. For the inventory, it is the operation of continuously arranging receipts and issues in such a way so as to ensure that stock balances in quantity and/or value are adequate to support the current rate of consumption at all times.


n) Responsible for overall stores management, standard systems are properly maintained at Stores/warehouses in line with Organization's policies.


o) Assess the availability of space and prepare stacking/storage plans prior to programming/ contingency commodities arrivals.


p) Receipt of incoming goods: WAPA shall supervise the receivables of all arriving consignments/delivered goods in the process of checking and accepting, from all sources (vendors, production units, repair units etc.), all materials and parts which are used in the company.


q) Working closely with stores/warehouse officers to monitor the quantity and quality of commodity (i.e) delivered before being stored.


r) WAPA must address customer needs by immediately resolving conflict, inspiring long-term customer relationships, and creatively placing and rotating merchandise in a way that best catches customers' attention.


s) Carry out regular physical random store/warehouse surprise checks of commodities inventory and advise the management on the way forward.


t) Prepare all procedures, policies and necessary steps for commodity disposal;


u) Produce stock reports on weekly, monthly, quarterly and annual basis on stocks positions; opening stock versus closing stock.


v) Prepare loading plans in collaboration with administration and logistics unit and ensure that standard waybills are duly complete.


w) WAPA is responsible to participate in field-level planning formulation in the area of logistics.


x) Stores manager is also responsible to provide technical and operational support to the field office, as well as advice on application of logistics management best practice, systems and procedures. Take initiative in management improvement for the logistic function.


y)Working closely with supply chain manager unit to assess existing warehouses operations systems and advise on corrective measures to be undertaken.


z) WAPA shall be responsible in ensuring the implementation,monitoring and evaluation of new initiatives and procedures related to Warehouse.


aa) WAPA shall be responsible in designing, implementing and managing contracts of the customers and forwarding to warehouse worker where necessary.


bb) Storage and preservation: The WAPA shall involve items to be kept in storage bins and impounds; as usually indicated in the yard. The location is usually indicated in the transaction card. The storage period may vary between one day and one year or more, depending upon recoupment procedures/safety stock required, etc. storage is the physical act of storing the materials.


cc) Manage a local emergency stockpile and goods consolidation point in order to permit the rapid movement of humanitarian supplies. Design and implement warehouse management and commodity tracking system.


dd) Review the Warehouse component of field office budget proposals for consideration during budget review.


ee) Conduct special management reviews and/or follow-up on audit observations to assist in the improvement of operations ff) Provide support and assistance for any audit requests.


gg) Supervise and manage the performance and development of the unit staff in line with the Organization's goals, objectives, policies and regulations.


hh)Packaging: WAPA shall ensure that materials dispatched to customers from the finished goods store or from one store to another at different location require to be packed. Materials required packing according to their nature and this may vary from heavy wooden crates to ordinary paper cartons Issue and Dispatch: This is the process of receiving demands, selecting the items required and handling them over to users, or dispatching them to customers.


ii) To ensure the proper and accurate management of stock with timely reporting resulting from good control measures.


Requirements


The required candidate must:


a) Be fluent in English and Kinyarwanda languages (writing, speaking, and reading). Knowledge of French will be an added advantage as a procurement function communicates to a diversity of suppliers and contractors;


b) Excellent command of procurement procedures and guidelines for Rwanda.


c)  Have knowledge of the East African Community and COMESA customs union guidelines;


d) Must be punctual, organized, motivated and detail oriented, multitasking;


e) High, self-motivated and the ability to perform with minimum supervision, as well as within a team;


t) Excellent interpersonal skills, oral and written communication skills;


g) Knowledge of Strategic Sourcing methodology is a plus;


h)  Be able to type at least 25 wpm;


i) Have basic computer skills and use of the internet;


Required Qualifications and Experience


a)  Bachelor's Degree (AO) in Business Administration, Economics, Accounting, and Finance, commerce, Stores Management, Logistics or a related field from a recognized university.


b) Trainings store management can be advantage


c) At least 5 years of experience in Administration, Logistics, stores management or related role


Compensation and Schedule


Competitive salary plus associated benefits are guaranteed. CIMERWA LTD working hours are from 7:00am-pm, Monday-Friday. However, depending on emergencies and other company requirements, the staff may be obligated to work on week-ends and beyond official working hours.
