1.                    Advancing Health Management. Our team works with district and health center staff to provide hands-on technical assistance and supportive supervision across 5 risk areas (Clinical care of Patients; Competent and Capable Workforce; Improvement of Quality and Safety; Leadership Process and Accountability; Safe Environment for Staff and Patients) to improve overall management performance, which is represented by more efficient and productive work, better resource allocation, and better financial position.

2.                   Developing Health Infrastructure. We fill infrastructure gaps by initiating and overseeing the construction of state-of-the-art, modern health facilities where they currently do not exist, or where existing facilities are too dilapidated to function. 

3.                   Supporting Technology for Health. We work with partners on the ground to ensure that innovative technology solutions for improved health outcomes are effective, sustainable, and scalable.  Many of our initiatives are focused on improving maternal and neonatal health. 

Position Overview

Health Builders is seeking skilled applicants for the position of Health Management Advisor to help support the organization and its mission to strengthen Rwanda’s health systems. This full-time position is located in Rulindo and reports directly to the Programs Manager.

Duties and Responsibilities

·         Mentor and coach districts in developing and implement effective systems to manage financial resources, including budgeting, forecasting, and reporting;

·         Improve the data management abilities at the district and health center level to ensure regular, high quality data collection and analysis, and timely, strategic response to reporting;

·         Develop methodologies for assessing and improving quality of district health care services, or enhancing existing methodologies;

·         Assess health care staffing and training needs and assist in development of strategy to address those needs;

·         Build management capacity of health system staff;

·         Collaborate with community-based health insurance schemes to ensure that the population has sustainable financial access to health care services.

·         Support the development of action plans, budgets and procurement forecasts;

·         Identify and enhance key project management and reporting systems;

·         Help to resolve implementation challenges;

·         Build partnerships in the district health sector;

·         Maintain extensive liaison at the local and national level;

·         Coordinate project activities for health centers supported by Health Builders, including coordination and supervision of Health Center construction projects or other programs

·         Carry out any other duties assigned by your superiors.

Required Skills and Experience

·         Education – a Bachelor’s Degree in Nursing Sciences, Medicine or Public Health

·         Having a Masters Degree in Public Health would be an added advantage

·         Experience – a minimum of 5 years of relevant experience in terms of health systems strengthening and capacity building activities in primary healthcare centers

·         Experience working effectively with Ministries of Health, NGO partners, local organizations, and government counterparts at all levels

·         Strong team player and collaborator

·         Ability to work under pressure and meet tight deadlines

·         Excellent organizational skills and an ability to multitask

·         Strong communication skills – both written and oral

·         Strong attention to detail

·         Demonstrated leadership skills

·         Languages – professional proficiency in English, knowledge of French is an advantage, native proficiency in Kinyarwanda is required
