Core job responsibilities:
• Design and implement standard guidelines & framework to ensure Network resilience and scalability.


• Extract value from what we already have through cross-functional/and or regionally focused activities such as: multi-functional business optimization, contracts review and negotiation, cross-functional capital/budget & efficiency projects etc.


• Innovation – identifying and taking advantage of new cross-functional business opportunities, e.g., through nurturing new business opportunities, products launched, product/process innovation, and structural changes, etc.


• Cross-functional people leadership activities: coaching, staff development and motivation, employee networks mentorship/support, cross-division employee engagement projects, faculty roles, talent mentorship, etc.


• To Manage planning & Optimization of MTN Rwanda backbone and local access network.


• Meet the technical business plan requirements.


• Ensure an integrated Network plan and with good leadership among Technical Team.


• Ensure all NE’s and interfaces for backbone, Metro and Access transmission Network to fulfill the business.


• Drive an increase in Shareholder return by ensuring that the Processes of Transmission network planning & optimization are aligned to achieving all elements on the business score card. (I.e. Grow Market Share Grow ICT & Data Revenue, Increase EBITDA margins, Assure Revenue, CAPEX Returns Management and Net Subscriber Additions).


• Regularly monitor and review resources of the department ensuring they are allocated and utilized in a cost effective and financially.


• Responsible for annual budgetary plan for Transmission Network expansion (OPEX and CAPEX).


• Assess resource requirements for the department, guide and influence the long-term financial views of the organization provide input into the overall business planning.


• Provide support initiatives that will ensure cost savings and reduction to drive EBITDA growth for the organization. (OPEX/COS savings).


• Participate in Contract negotiations to reduce cost and drive MTNR Value Creation philosophy.


• Support in management of tenders and contracts within a multi-vendor environment.


• Develop strategies and champion customer centric culture across the organization and develop/reform relationships with MTNR’s internal and external customers to transform the MTNR’s revenue.


• Drive planned strategy for the successful delivery of MTNR transformation initiatives focusing on Customer centricity.


• To align Transmission planning with NW Service Delivery and Operations requirements.


• Ensure Fiber to sites plans and rollout targets are optimal.


• To ensure that the network consistently delivers on customer expectations regarding network quality, coverage and capacity.


• Maintain a moving 5-years Transmission network strategy.


• Monitor and ensure stability and resilience of the Transmission Network of MTNR.


• Ensure full understanding of the telecommunication industry (Global and Local) trends and developments in order to assess the strategic technology and regulatory impact on MTNR’s current and future business.


Job requirements
Eight (8) years’ work experience which includes:


• Management track record of 3 years or more; with at least 3 years in
Transmission planning, Operations and Rollout.


• Experience working in a global/multinational enterprise
(understanding emerging markets is advantageous).
