The Ingobyi Activity is a five-year cooperative agreement to improve the quality of reproductive, maternal, newborn and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing neonatal, child and maternal mortality in Rwanda. The Ingobyi Activity will build upon the tremendous gains Rwanda has made in the health sector as well as previous USAID investments in the health sector to provide a healthier, more productive future for all Rwandans. Ingobyi will improve the availability, quality and utilization of RMNCH and malaria services with resilience and sustainability. The Activity will partner with the Government of Rwanda (GOR) to build on the country’s considerable achievements, guided by national health strategies, goals, objectives and data.


IntraHealth seeks family planning (FP)/adolescent, sexual, and reproductive health (ASRH) specialists for multiple locations (Rubavu, Nyanza, Rwamagana, Kigali districts) who will provide technical and program support for the USAID-funded Ingobyi Activity. This position will provide technical assistance to support informed choice for a full range of family planning methods and services, including FP counseling, post-partum family planning (PPFP), youth-friendly ASRH services, and community-based provision of family planning (CBP FP) to improve the health of women, adolescents, and children under five. The FP/ASRH specialists will be based in the four locations listed above and will participate in the design, implementation, monitoring, and evaluation of appropriate and sustainable approaches related to FP/ASRH to contribute to the achievement of project deliverables.

Responsibilities include:

Planning and integration of FP/ASRH

Work closely with the Senior RMNCH Specialist, the relevant Zonal Coordinator, and the Quality and Mentorship Specialist on implementing scale-up strategies for high impact interventions at both facility and community levels, including PPFP, CBP FP, and youth-friendly services.

Plan implementation of activities in close collaboration with respective technical Specialists and the Rwanda Biomedical Center (RBC) counterpart for FP/ASRH activities.

Monitor the implementation of Ingobyi’s work plan related to FP/ASRH activities and ensure that activities are executed according to plan and are integrated across the RMNCH platform.

Work collaboratively with other technical and operations staff to ensure coordinated project planning implementation and assure resource availability and management of activities so that the project functions smoothly and efficiently.

Operation and Implementation

Support the development of technical materials, training of trainers/mentors, training of health care providers using the LDHF approach, OJT approach, supervision, and mentorship for FP/ASRH activities.

Liase with health facility leaders to ensure that youth-friendly services are provided in health facilities and community in the project catchment area.

Work with other Ingobyi staff to ensure respect of the US abortion and family planning legislative and policy requirements that govern US Government assistance (FP compliance).

Provide follow-up and assure mentorship and supportive supervision for FP/ASRH district-based mentors and for the in charge of community health workers.

Assist finance staff to prepare financial forms to advance/reimburse funds for on-going activities; and assist finance staff to review process and reconcile payment documentation from trainers, program and management staff.

Prepare and/or procure job-aids and training materials in coordination with the Zonal Coordinator, Senior RMNCH Specialist and Quality and Mentorship Specialist, and ensure that materials and supplies reach targeted sites in a timely manner.

Prepare and submit reports on FP/ASRH activities to the Zonal Coordinator or other Ingobyi personnel, upon request, in a timely manner.

Assist with organization of meetings, trainings, field visits, events, and other activities.

Assist with other programmatic and administrative duties as required.

Learning and documentation

Contribute/coordinate with Ingobyi Activity’s M&E team to ensure that the project meets FP/ASRH deliverables in accordance with the M&E framework.

Ensure that activities related to FP/ASRH are properly documented and that program data are systematically collected, analyzed, submitted and properly archived as well as shared across the project to inform Ingobyi’s technical reports and to feed into Ingobyi’s learning activities.

Share experience related to FP/ASRH activities to inform the design of Ingobyi’s subsequent work plans.


A Bachelor’s degree, master’s degree preferred, in nursing and/or public health or other clinical disciplines

Additional academic or in-service training related to FP/ASRH or community health and project planning and management

Experience in training/capacity building on FP and/or ASRH, including for health facility and community health workers (CHWs)

At least five (5) years of professional experience working in FP/ASRH programs

Hands-on knowledge and skills in designing, planning, implementing and monitoring of facility and community-based programs for FP/ASRH

Sound understanding of current policy developments and evidence base related to FP/ASRH

Good working knowledge of Microsoft Office programs including MS Excel, MS Word, and MS PowerPoint

Strong skills in teamwork and networking

Excellent communication skills (written and oral) in English, French, and Kinyarwanda.

Solid skills in documentation and report writing

Ability to travel nationally frequently
