Background


As part of the universal mission of the Catholic Church, CRS works with local, national and international Catholic institutions and structures, as well as other organizations, to assist people on the basis of need, not creed, race or nationality. The primary goal of programming is to ensure that vulnerable households in Rwanda achieve full, integral human development.


In this context, CRS is leading the implementation of the Integrated Nutrition and WASH Activity (INWA) locally referred as GIKURIRO, a five-year, USAID-funded initiative now in the third year of implementation which aims to improve the nutritional status of women of reproductive age and children under five, emphasizing the first 1,000 days of life between pregnancy and the child’s second birthday. Gikuriro is reinforcing the Government of Rwanda’s efforts towards its national goal of eliminating malnutrition in eight districts of Rwanda, through targeted nutrition sensitive and nutrition specific interventions, water, sanitation and hygiene (WASH) and through strengthening the capacity of government and local civil society organizations to implement key actions and strategies set out in the National Community-based Food and Nutrition Policy (CBF&NP) and the Community-based Environmental Health Promotion Program (CBEHPP).


Job Summary:


You will manage programming in the Gikuriro program for Social Behavior Change in nutrition and WASH designing and implementing projects advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.


Job Responsibilities:


Oversee implementation of Gikuriro SBC activities to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.


Lead the design, development, effective utilization of evidence-based SBCC materials on Nutrition, WASH and Early Childhood Development (ECD) related topics


Effectively manage talent and supervise the SBC team. Manage SBC team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of Gikuriro staff, and complete performance management for direct reports.


Champion learning within Gikuriro and partner teams in area of SBC. Analyze and evaluate Gikuriro performance data in SBC area, following Monitoring, Evaluation, Accountability and Learning (MEAL) policy.Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles. Lead the process of writing articles from the Gikuriro SBCC learning initiatives. Independently design and implement SBC related operations research and learning events to inform SBC programming.


Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality Gikuriro implementation.


Help identify, assess and strengthen partnerships of Gikuriro with relevant GoR and Gikuriro partners, applying appropriate application of partnership concepts, tools and approaches. Lead and coordinate the Community Health and Improved Nutrition (CHAIN) SBC task force to ensure effective implementation of the CHAIN annual work plans.


Coordinate and monitor financial and material resources relevant to Gikuriro needs. Through planning and oversight ensure efficient use of Gikuriro resources


Typical Background, Experience & Requirements:


Education and Experience


Master's Degree in International Development, International Relations or in the field of social sciences Additional experience may substitute for some education.


Minimum of 7 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.


Additional experience may substitute for some education.


Project management experience in nutrition and WASH is highly desirable.


Experience engaging with partner organizations.


Experience contributing to the development of technical proposals.


MEAL skills and experience preferred.


Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.


Personal Skills


Strong critical thinking and creative problem-solving skills with ability to make sound judgment.


Strong relationship management skills and the ability to work effectively with culturally diverse groups.


Strong written and verbal communication skills with ability to write reports


Proactive, results-oriented, and service-oriented


Rwandan Nationals with Fluent skills in English and French Languages


In-Country Travel Required (up to 40%)


Key Working Relationships:


Supervisory: SBCC Specialist, Senior SBCC Officer


Internal: All CRS Rwanda staff


External: Relevant MoH staff, NECDP technical leads, District Leadership, Local Partners, Gikuriro SNV Staff.
