Consultancy Background


Through the Advancing the Right to Read program, Save the Children has been supporting girls and boys in Rwanda from 0-9 years to achieve their developmental potential and optimal learning outcomes since 2013. The program ensures that girls and boys receive the support they need to succeed through; parenting/caregiver groups, teacher (pre-primary and primary) development and community reading clubs. It has also influenced the enabling environment for this change through advocacy/partnership at the national policy level and supporting the development of a nascent local book industry. This program involves a range of initiatives; caregiver groups to support early learning and development, community sessions on emergent literacy and maths as well as reading clubs for school age children, and support to pre-primary and primary teachers to improve learning in school. A significant part of this program has been its influence at the national level to ensure an improved enabling environment for early learning. At the national level this has not only been in the government policy making arena but also in the private sector, with the publishing industry, to ensure a rich literate environment in Rwanda. Influence on both the national government and private sectors has been significant and Save the Children is known as a leader in early learning, particularly ECD, and quality book development. The proposed deliverables will build on the various individual awards within ARR (First Steps, School Readiness, Mureke Dusome, ECD IDS Research, School for Change) to document learning and further strengthen the success and sustainability of Save the Children Rwanda’s work in Rwanda on early learning.


Scope of Work


Creation of up-to-date, key learning and communication material around the strengths and challenges faced along the “ARR journey” for dissemination and advocacy within Rwanda and beyond.


Save the Children Rwanda has generated several empirical evaluations showcasing the strong benefits of our interventions at different stages along the 0-9 continuum. As a next step, Save the Children would like to compile key learning along the “ARR journey” so that we can share our experiences with partners and stakeholders across the country and globally. This consultancy will provide a learning paper that will contribute to the national and international discourse on quality education, in particular early literacy. The ‘thought piece’ will provide a rich resource to Save the Children internally as well as for external sharing.


Deliverables


Using the Advancing the Right to Read final evaluation along with SUPER fellow reports and other program documents, the consultant will be responsible for writing the following learning paper: Innovations used in the Advancing the Right to Read program in Rwanda


This paper will discuss innovative adaptations that were made to ARR programming (including peer learning circles and model teachers of Kinyarwanda) and discuss: why they resulted, what impact they had and what they have taught Save the Children. The paper should include an evidence section and link to the fuller evidence papers (SUPER FELLOW studies). This paper will provide evidence/be a reference document for the Save the Children Common Approaches on why we design programs the way we now do.


The output should include:



  • a high-quality paper/report

  • one pager outlining key points from the paper

  • powerpoint presentation that can be used to share learning outlined in the paper


Timeline:


The work is expected to follow the following steps:



  1. Desk review of program documents

  2. Draft report

  3. Review of the draft by Save the Children and feedback provided

  4. Final report


Final draft must be completed by 30th September 2018.


Qualifications and Experience:


An ideal consultant will have:



  • a strong background in education programming

  • Previous experience writing high quality, in-depth reports on education topics (samples may be requested)

  • Excellent writing skills in English

  • Previous knowledge of the Advancing the Right to Read program and/or educational programming in Rwanda is a plus.


This work will be conducted in close communication with the Program Development and Quality team at Save the Children but may be done remotely.
