Consultancy on Sexual reproductive Health training manual in schools

  1. Background

Good Neighbors International (GNI) is an international humanitarian and development organization in General consultative status with United Nations Economic and Social Council (UN ECOSOC), GNI implements Community Development Program on Child Health, Education, Water sanitation, income-generating activities and provide emergency aid activities through local partnership since 1994.

UNFPA and GNI since July 2020 are partnering in the implementation of a 3-year multilateral project funded by KOICA.

The project “Empowering adolescents and young people in Rwanda to realize their human right to equality, sexual and reproductive health and freedom from violence and discrimination” The main objectives of the project is to “increase demand for and supply of Sexual Reproductive Health (SRH) and Gender Based Violence (GBV) services for adolescents and youth in Rwanda, and to empower most vulnerable adolescents and young people in Rwanda to access education and socio-economic opportunities”. Therefore, there is a need to increase Adolescents & Youth awareness of available SRH and GBV services and to equip them with knowledge and skills to make informed decisions on their health. Beneficiaries are adolescents and youth from 2 refugees’ camps (Mugombwa and Kigeme camps) and the host community.

This UNFPA funded project is a complement to an existing SRH project which target 12 schools located in 2 Sectors of Gisagara District (Mukindo and Gikonko) and Gasaka and Kamegeri Sectors of Nyamagabe District.

Since the training will be centered on schools, it must engage education, health officials, and the school board of management, community leaders, and caregivers.

  1. Objective of the assignment

The main objective of the assignment is to develop a SRHR/GBV Prevention training manual in Schools and facilitators guide for training of trainers (teachers) from 12 primary and secondary schools. The manual must have succinct content on the importance of sexual and reproductive health education and Gender Based Violence prevention. The facilitator’s guide must be activity based to promote SRHR/GBV prevention in the schools based on effective behavior change models. SRHR/GBV prevention manuals developed will also help to increase young people’s knowledge and improving their attitudes related to sexual and reproductive health and behaviors.

  1. Purpose and Scope of the assignment

The purpose of this Request for Expression of Interest (EOI) is to solicit the services of a consultancy firm (consultant) to design a training manual and facilitators’ guide (simplified version) for the training of Teachers, teenagers, and adolescent girls in 2 refugees’ camps, host community and 2 sectors of Gisagara and Nyamagabe districts.  The training manual must be applicable to all different project areas. The consultant is expecting to carry out the following main tasks:

  • Develop the Manual on Sexual Reproductive Health and Gender Based Violence prevention (realizes right to equality, in particular sexual and reproductive health and rights, and lives a life free from all forms of violence and discrimination).

  • Conduct a one (1) day validation meeting on the developed manual;

  • Production of a simplified and summarized version of the manual in Kinyarwanda and English to be used by Girls ‘mentors (Teachers) on school level.

  • Conduct training (TBD) for trainers (teachers) on the usage of the manual and produce a training report on completion.

 Target Audience:

The manual must have content on standards and guideline on SRHR/GBV Prevention in Schools. Facilitator guide must be activity-based and developed on behavior change model to bring about sustainable behavior change among school children. The guide and the manual must aid the school mentors in promoting SRHR/GBV Prevention among school children in their respective schools.  The consultant should take into consideration that the manual will be used in rural areas. In this regard, usage of images and simple materials available and familiar in rural areas is recommended across different sections and any related exercises.

  1. Deliverables

The deliverable is specified as follow:

  • The consultant(s) to organize a joint kick-off meeting with GNI at the start of the assignment, not later than three days after signing the contract;

  • The consultant(s) presents an inception report two days after the kick-off meeting. The report should comprise of a detailed overview of how the SRH & GBV prevention manual will be developed;

  • One (1) complete manual for the training of teachers, teenagers, and adolescents girls on Sexual reproductive health with images for easy understanding

  • A simplified Kinyarwanda and English version (Facilitators guide) of the manual is produced for trainers

  • The manuals in English and Kinyarwanda versions are validated by GNI before use;

  • A report on the training on manual usage is produced

  1. Duration of contract

The assignment is expected to take 20 working days and should be completed by 14th October 2020.

  1. Expected qualifications

  • Mastery of sexual reproductive health and Gender Based Violence preferably in emergency operations center (e.g.: refugees camp)

  • Extensive experience working as a content developer on sexual reproductive health and GBV prevention

  • Strong understanding of the Rwandan context on sexual reproductive health in schools and rural areas

  • Experience of working with Civil Society Organizations and Local NGOs in a similar assignment of developing a health education package

  • Ability to work within agreed deadlines while producing high quality work output

  • Academic background in Social Sciences, Public Health, Development Studies, Environmental Science, Demography, or any other related field;

  • Good command of English and Kinyarwanda with ability to present and moderate discussions in any of these languages.

  1. Selection criteria

Expression of Interest (EOI) will be evaluated based on the following criteria:

  • Company profile,

  • 3 Relevant experience,

  • Company strategies to assure agility, flexibility, and responsiveness,

  • Personnel and,

  • Financial offer.

  1. Submission of EOI

  • Individuals and companies are eligible to apply to this assignment.

  1. The EOI should contain the following:

    • For Technical Proposal:

  • A Cover letter expressing interest in this assignment;

  • Technical Proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on how will be your approach and complete the assignment;

  • The CVs shall not exceed 4 pages.

  • Company registration certificate (RDB) is more preferable

  • VAT registration certificate

  • Three similar works accompanied by certificates of completion.

  • For the Financial Proposal:

The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in RWF and VAT included.
