CONSULTANCY TO PERFOM AN ANALYISIS OF THE SKILLS NEEDED FOR EMPLOYMENT AND JOB CREATION IN THE POST-COVID-19 CONTEXT


⦁Background and rationale for the mission


⦁General background 


The Association pour la Promotion de l’Education et de la Formation à l’Etranger (APEFE) is a Belgian 40 years old non-profit organisation working for skills development in the southern countries. Close to the international relations of the Federation of Wallonie-Bruxelles and Wallonia, APEFE is also strengthening collaborations between institutional stakeholders of the Belgian cooperation. APEFE supplies national sectorial policies’ implementation programmes with technical assistance, methodological support and material resources, to help achieving the sustainable development goals.


APEFE has been active in Rwanda since 30 years.  


In 2015, the Government of Rwanda through the Ministry of Public Service and Labour (MIFOTRA) initiated Workplace Learning policy (WPL) to improve the employability skills of youth and to facilitate their access to the labour market through integrating employees in skills development. 


To support the implementation of this policy, APEFE, in partnership with MIFOTRA and PSF (Private Sector Federation) has started the Workplace Learning Support Programme –IGIRA KU MURIMO to pilot the dual or apprenticeship training system from 2017 to 2021.


⦁The Workplace Learning Support Programme


The 2017-2021 programme of APEFE in Rwanda aims at the development of apprenticeship training, ensuring a quality and inclusive vocational training. While supporting the implementation of the Workplace Learning Policy, approved in September 2015, by the Government of Rwanda, APEFE wishes to empower young Rwandan women and men access decent jobs and thus fight against poverty.


To this end, through the Workplace Learning Support Programme, APEFE works to build the capacities of the main actors of this policy:


⦁The Ministry of Public Service and Labour (MIFOTRA), is responsible for the coordination of the implementation of the Workplace Learning Policy;


⦁The Private Sector Federation (PSF), is the umbrella organization that brings together chambers and professional associations. PSF supports companies to invest in youth training in collaboration with vocational training centres.


In this 2017-2021 phase, APEFE, MIFOTRA and PSF, in collaboration with other key partners, are jointly implementing this support programme which aims at 3 results areas:


⦁Different stakeholders collaborate and co-ordinate to provide equitable quality apprenticeship training.


⦁TVET institutions train young women and men to be competitive on the labour market.


⦁Companies are able to provide workplace learning opportunities young women and men.


The programme partners (PSF and MIFOTRA) and other stakeholders (Ministry of Education, Rwanda Development Board, Workforce Development Authority, Rwanda Polytechnic, Private Sector Chambers and Professional Associations) work together with the APEFE team to develop capacity of the beneficiaries (TVET institutions and companies) to ensure organisational development in the change process. 


For the partners in this undertaking, capacity development of the companies involved in apprenticeship training in order to enhance their competitiveness and growth is key. 


The COVID-19 pandemic has had a big impact on the stakeholders of the programme. Although companies resumed their activities in mid-May 2020, business has not come back to normal. TVET Schools were scheduled to reopen in September 2020 and e-learning is currently being promoted to reach out on students. Apprentices are to graduate by the end of 2020 and will need to create their own jobs or find employment in an environment that has significantly changed as a result of the COVID-19 pandemic. Graduates of the first intake also face challenges in the creation of their own businesses and finding employment because the skills needed in the labour market today are different from what they were last year. 


Therefore, the programme is going to conduct a needs assessment of the skills required for employment and job creation in the post-COVID-19 context in order to prepare the capacity development of the programme stakeholders in this new context.


In this regard, a consultancy firm is being solicited to assess the needs and recommend the transversal post-COVID-19 skills required by the programme stakeholders (apprentices, graduates, company managers, company staff, TVET School Managers and TVET Trainers) to operate in the new environment. 


⦁Objectives of the assignment


The objective of this assignment is to support MIFOTRA and the Private Sector Federation (PSF) to assess the skills required for business management, employment and job creation in the different sectors of the economy to inform skills development in the post-COVID-19 context. 


⦁Scope of the assignment


In order to achieve the objective of the assignment, the consultancy firm is expected to:


⦁Conduct a situation analysis of the challenges faced by the different stakeholders in regard to business management, employment and job creation during and after the COVID-19 pandemic by, among others,: 



⦁Comparing employment rates before, during and after the pandemic


⦁Comparing job creation rates before and after the pandemic


⦁Conducting a SWOT (Strength-Weakness-Threats-Opportunity) analysis of companies and TVET schools after the pandemic



⦁Deploy and conduct the survey from a sizeable sample (sample to be well represented by sector, region, gender, youth and company 


⦁skills required for employment and job creation in the different sectors of the economy in a post-COVID-19 situation; 


⦁Sectors and occupations are at risk, as well as factors behind high unemployment rate and skills mismatch in the particular sectors.



⦁Conduct interviews with key government institutions responsible for policy development, endorsement and regulations related to skills development and, National Employment Program (NEP) institutions and other relevant stakeholders from Private sector and civil society;


⦁Conduct interview with the other relevant development partners and social partners involved in skills development and TVET in particular;


⦁Compare the results with similar surveys in other countries;


⦁Recommend on what would be the focus of the government in terms of scaling and sustaining employability skills that respond to the current and future needs of the labour market and influence the creation of massive jobs both in private sector and in public investment programs to achieve the NST1 job creation targets; 


⦁Provide general recommendations in terms of the capacity development of each stakeholder, policies and strategies in the different sectors in order to increase employment opportunities and job creation in a post-COVID-19 context.


⦁Methodology


The methodology to perform the skill needs assessment will comprise desk review and field data collection, analysis and interpretation as detailed below:


⦁Hold consultation meeting with APEFE, MIFOTRA, PSF and other IGIRA KU MURIMO Programme implementing partners and agree on the methodology and proceedings to feed the inception report;


⦁Perform a documentary review of similar surveys in other countries and other surveys done in Rwanda concerning the impact of COVID-19 on business and skills development;


⦁Design and produce a situation analysis tools and a skills needs assessment tools to gather information;


⦁Conduct field data collection using the different methods;


⦁Analyse data and draw actionable short and long term recommendations;


⦁Present findings of the assignment to IGIRA KU MURIMO programme implementing partners;


⦁Prepare the final assignment report.

⦁Location, period and duration of the contract 


The mission will mainly focus on the 11 pilot districts of the Workplace Learning Support Programme: NYARUGENGE, KICUKIRO, GASABO, NYAGATARE, GATSIBO, HUYE, GISAGARA, MUSANZE, GAKENKE, RUTSIRO, KARONGI.  


The period of execution of the contract is expected to start in early October 2020 and end on 15th December 2020.


⦁Deliverables and validation 


The consultancy firm will develop a conceptual framework including a detailed methodology, research instruments, work plan and analytical plan. The consultancy firm will prepare and present draft reports and final reports to the IGIRA KU MURIMO Programme partners and other selected stakeholders.


The specific deliverables include: 


⦁An inception report that details specific methodologies, work plan and data gathering instruments, subject to approval by IGIRA KU MURIMO Programme. The Inception report should be presented in 15 working days after the date of contract signature;


⦁A draft final report and PowerPoint presentations subject to approval by IGIRA KU MURIMO Programme partners (MIFOTRA, PSF, MINEDUC, RDB, RP, WDA). These documents should be submitted 15 days before the end of the contract and will be presented in a validation meeting.


⦁A final report highlighting the findings and recommendations and incorporating earlier comments and all inputs from the stakeholders’ validation meeting.


All the deliverables shall be subject to validation by key stakeholders. Failure to produce one of the deliverable within the required deadline or any significant deviations from agreed responsibilities or tasks of the consultancy firm without any valid reason will be considered a performance failure.  


In case of difficulties encountered that could jeopardize the execution of the contract in terms of timeframe and quality, it will be the responsibility of the consultancy firm to inform the programme administrator or the supervisor of the mission within reasonable time. In case clarifications are needed, the consultancy firm is expected to ensure tight and regular dialogue with the client. 


⦁Dates of submission for deliverables


⦁16th  October  2020: inception report and data gathering instruments.


⦁20th November 2020: A draft final report and PowerPoint presentations for the validation meeting. 


⦁15th December 2020: final report.


⦁Payment Schedule


The following payment schedule will be used and in accordance to the approval of deliverables:


⦁20% when inception report and data gathering instruments are validated


⦁40 % upon submission of the draft final report and PowerPoint presentations


⦁40% upon submission of the final report


⦁Logistics


No facilitation will be provided in terms of transport or logistics. 


All costs are to be included in the financial offer. 


⦁Profile of the consultants


The task is to be carried out by a team from a consultancy firm. 


The firm should have at least 3 years of experience and composed of the team members with the following minimum profiles described below: 


⦁Team leader: 


⦁The lead consultant should have a PHD in economics, labour economics, industrial economics, or education management with at least three years of research and consulting experience.


⦁Have a strong, relevant and proven research experience with both qualitative and quantitative analytical approaches, preferably in the area of employment or entrepreneurship;


⦁Experience in the fields of skills development in Rwanda, a  TVET experience is an added value;


⦁Able to work independently and deliver on time with quality;


⦁Experience in coordinating field work activities;


⦁Have demonstrated planning and organizational skills and the ability to plan and coordinate and managing team in conflicting priorities and under tight deadlines;


⦁Have excellent verbal and written communication skills in English and Kinyarwanda;


⦁Computer literacy, and experience with editing and presenting reports;


⦁Abide by Professional ethics.


⦁Team members


⦁Senior economist


⦁Should have at least Post graduate Degree in economics, labour economics or industrial economics 


⦁At least 5 years of relevant working experience in the areas of skills development and employment promotion;


⦁At Least 5 years’ experience in conducting labour market surveys, studies;


⦁Experience with the labour market information system and analysis;


⦁Have experience in conducting studies related to macro-economy and jobs estimates in the foreseeable future;


⦁Experience in the fields of TVET, skills development, employment and / or entrepreneurship in Rwanda;


⦁Familiar with general working conditions of Public and private employers, labour and employment matters in Rwanda;


⦁Experience working with Government and Private sector stakeholders;


⦁Experience in working with international organizations in Africa and Rwanda;


⦁Able to work independently and deliver on time with quality;


⦁Have excellent verbal and written communication skills in English and Kinyarwanda;


⦁Computer literacy, and experience with editing and presenting reports;


⦁Abide by Professional ethics.


⦁Senior statistical expert  


⦁Should have at least a Post graduate Diploma in Demography, labour economics or Statistics;


⦁At least 5 years’ of working experience in conducting household and/or labour force surveys;


⦁Experience in conducting Employment impact assessments;


⦁Having an extensive experience in conducting participatory research methods;


⦁Have extensive  experience in labour statistics, data collection and data analysis;


⦁Have experience in conducting Mobile data collection;


⦁Proven ability to work with statistical data processing and analytical software (e.g. Stata, R, CSPro);


⦁Familiar with general working conditions of private employers, labour and employment matters in Rwanda;


⦁Experience in coordinating and conducting field work activities;


⦁Have excellent verbal and written communication skills in English and Kinyarwanda;


⦁Able to work independently and deliver on time with quality;


⦁Computer literacy, and experience with editing and presenting reports;


⦁Abide by Professional ethics.


⦁Composition of the offer


Proposals should include a separate technical and financial offer.


⦁Technical offer


The technical offer must include the following parts:


⦁Understanding the context and objectives of the assignment


This is not a simple copy and paste of these ToRs.


⦁Presentation of the consultancy firm and consultants


⦁Profile of the consultancy firm;


⦁A copy of the Domestic Company Registration Certificate (RDB);


⦁Original or a certified copy of the Social Security Certificate delivered by Rwanda Social Security Board (RSSB);


⦁Original or a certified copy of the Tax Clearance Certificate delivered by RRA;


⦁Experience in the fields of research, skills development, employment, entrepreneurship and private sector in Rwanda;


⦁CV and profiles of consultants


⦁At least two completion certificates for studies or surveys  related to employment or business development for the Team Leader;


⦁At least of two completion certificates for labour market impact assessments or labour and employment related studies for the Economist;


⦁At least of two completion certificates for work in the area of statistics, preferably labour statistics.


⦁Presentation of the methodological approach to carry out the assignment (maximum 2 pages) and a workplan for the assignment


⦁Financial offer


The consultancy firm will propose a detailed financial offer covering all stages of the mission.


This includes all costs related to the mission and all taxes. No additional costs will be reimbursed on the basis of supporting documents.


This is supposed to take 35 man/days and spread over a maximum period of 2 months from the date of the effective start (signature of the contract) to the date of submission of the final report on 15th December, 2020.


⦁Conditions for granting the consultation


Subject to prior qualitative compliance, the contracting authority will award the contract to the bidder whose tender complies with the provisions of the call for competition according to the following award criteria listed in decreasing order of importance:


● Methodology and work plan; 


● Financial offer; 


● Profile of the firm and consultants;


● Understanding of the request. 


Offers whose technical offer does not obtain the average attributed to the criteria: Understanding of the Request and Methodology and Work plan will not be subject to a financial analysis.


The following criteria will be used to select the bidders: 


⦁Quality of the technical proposal (incl. Methodology, time schedule, etc…)


⦁Profile of the consultancy firm and experts
