National Technical Assistant– In-company Training Rwanda / Ref : ATN-01.2018


The Association for the Promotion of Education and Training Abroad (APEFE) mobilizes its resources and expertise to serve the countries of the South to strengthen their capacities to implement their development policy in the sectors Education, Agriculture and Environment, Health, Governance and the Private Sector.


As part of its 2017-2021 programme in RWANDA, APEFE is hiring a International Technical Assistant Apprenticeship Training (M/F) for the Programme, whose objective is: " Inclusive and equitable quality alternance training, accessible to young Rwandan women and men, responding to the skills needs of the growing Rwandan economy, is initiated in food processing and/or beauty/fashion trades. "

The Programme


The 2017-2021 programme of APEFE in Rwanda aims at the development of apprenticeship training, ensuring a quality and inclusive vocational training. While supporting the implementation of the Workplace Learning Policy, approved in September 2015, by the Government of Rwanda, APEFE wishes to empower young Rwandan women and men access decent jobs and thus fight against poverty.


To this end, through the Workplace Learning Support Programme, APEFE works to build the capacities of the main actors of this policy:


-          The Ministry of Public Service and Labour (MIFOTRA), responsible for the coordination of the implementation of the Workplace Learning Policy;


-          The Private Sector Federation (PSF), umbrella organization that brings together chambers and professional associations. PSF supports companies to invest in youth training in collaboration with vocational training centres. 


In this 2017-2021 phase, APEFE, MIFOTRA and PSF, in collaboration with other key partners, are jointly implementing this support programme which aims at 3 results:


1.       Different stakeholders collaborate and co-ordinate inclusive and equitable quality apprenticeship training.


2.       TVET institutions train young women and men to be competitive on the labour market.


3.       Companies are able to provide workplace learning opportunities.


Function:


In close collaboration with his/her counterpart (Executive Director of the Chamber of Arts and Crafts), the National Technical Assistant (NTA), provides the necessary technical support to partners in order to achieve the third result of the programme.


S/He is under the hierarchical authority of the APEFE programme administrator.


Tasks and responsibilities of the NTA:


-       Support the chambers and associations in the development of capacity development plans for the personnel of companies, on the basis of capacity development needs assessment and the skills needs assessment in the labour market;


-       Organise study visits in companies in Rwanda and the region for the company managers to learn from practices in workplace learning and apprenticeship training, as well as get insights to innovate and make their business more competitive;


-       Support WDA and Rwanda Polytechnic in the development of the curriculum for in-company trainers;


-       Support WDA and Rwanda Polytechnic in the development or revision of curricula for the supported trades;


-       Organise and facilitate the technical and pedagogical capacity development of in-company trainers and TVET trainers, in order to achieve quality transfer of knowledge and skills to apprentices;


-       Prepare terms of reference and tenders for external experts required to provide technical capacity development of in-company trainers and TVET trainers


-       Organise and facilitate the capacity development of in-company trainers in the competency-based assessment of apprentices;


-       Support TVET trainers and in-company trainers in the development of training plans and the implementation of apprenticeship training in TVET schools and companies;


-       Coach in-company trainers in the mentoring of apprentices;


-       Identify the companies’ needs in equipment to implement quality apprenticeship training in accordance with the competency-based curriculum;


-       Prepare and follow up the purchase of equipment for companies;


-       Organise the training of company staff in the use and maintenance of the newly acquired equipment;


-       With its counterparts in PSF and MIFOTRA, maintain a good flow of communication and information between all private and public stakeholders in the field of workplace learning;


-       Maintain good relations with technical and financial partners and initiate collaboration with these partners for the realization of programme activities;


-       Contribute to the reflection on programme strategies;


-       Contribute to the programme team reflection about activities to be carried out in the programme;


-       Perform any additional tasks assigned by the Programme Administrator.


Profile:


-          Holder of a Master’s degree in education sciences, economic development or other related fields;


-          Proven experience of at least 5 years with development cooperation organisations;


-          Experience in the field of workplace learning, TVET or business development;


-          Experience in competency-based curriculum development and professional development of teachers/trainers;


-          Proven ability to work in teams and in multi-stakeholder environments, and to maximize cooperation with stakeholders;


-          Good capacity for listening and intercultural dialogue especially on the dimensions of gender:


-          Have skills in coaching, tutoring, mentoring; and organisation of study tours:


-          Have practical organization skills and planning skills;


-          Methodical and rigorous approach;


-          Have a proven aptitude for oral and written communication as well as for presentation;


-          Perfect oral and written command of the French, English and Kinyarwanda languages;


-          Mastery of basic office software (Word, Excel, Powerpoint);


-          Be prepared to travel within the country.
