Peace in Motion: SADC and M23 Agree on Ceasefire, Troop Withdrawal, and Reopening of Goma Airport

In a significant move towards stabilizing the eastern Democratic Republic of Congo (DRC), the Southern African Development Community (SADC) and the leadership of the Alliance Fleuve Congo/Mouvement du 23 Mars (AFC/M23) have reached a crucial agreement. This engagement, held at the Serena Hotel in Goma, marks a turning point in efforts to de-escalate tensions and restore peace to the region.
A Meeting of Military Leaders
The meeting brought together high-ranking military officials from across the region, including:
- General Rudzani Maphwanya, Chief of the South African National Defence Force
- Lieutenant General Geoffrey C. Zyeele, Commander of the Zambia Army
- Major General Saiford Kalisha, representing the Chief of Defence Force of Malawi
- Major General Ibrahim Michael Mhona, representing the United Republic of Tanzania’s Defence Forces
Also in attendance were key figures from AFC/M23, including Major General Sultani Makenga, the movement’s military coordinator, and Brigadier General Bernard Byamungu, Deputy Chief of Defence Forces of ARC.
Key Agreements and Commitments
The discussions resulted in several important agreements aimed at de-escalating the conflict and setting the stage for long-term stability. Among the most critical points were:
- Ceasefire and Withdrawal of Troops
- Both parties reaffirmed their commitment to an unconditional cessation of hostilities.
- AFC/M23 pledged to facilitate the immediate withdrawal of SAMIDRC troops, ensuring they depart with their weapons while leaving behind all equipment belonging to the DRC’s armed forces (FARDC).
- Freedom of Movement for SAMIDRC
- AFC/M23 agreed to coordinate the safe withdrawal of SAMIDRC forces, adhering to agreed principles.
- Reopening of Goma International Airport
- A Joint Technical Team will assess the airport’s status to prepare for its reopening.
- SADC committed to assisting in the necessary repairs to facilitate this process.
- Future Dialogue and Peace Monitoring
- A follow-up meeting between SADC and AFC/M23 will be scheduled, with the date and venue to be determined.
