Rwanda Announces Key Government Appointments: New Cabinet and Senior Leadership Changes – December 2025

On 1 December 2025, the Government of Rwanda released an official communiqué from the Office of the Prime Minister announcing significant new appointments across cabinet ministries and other high-level national institutions. The statement, issued on behalf of H.E. President Paul Kagame, outlines strategic leadership changes aimed at strengthening governance, diplomacy, national security, and legislative operations.


New Cabinet Appointments

The communiqué confirms three major appointments to key ministries, two of which fall under the agricultural and foreign affairs portfolios.

1. Ministry of Agriculture and Animal Resources

Two senior officials have been appointed to drive the ministry’s strategic agenda in agricultural modernization, food security, and livestock development:

  • Dr. Telesphore NdabamenyeMinister of Agriculture and Animal Resources

  • Dr. Solange UwituzeMinister of State in the Ministry of Agriculture and Animal Resources

Both appointees bring extensive expertise in agricultural sciences and policy, positioning the ministry for accelerated progress toward Rwanda’s agri-transformation goals.


2. Ministry of Foreign Affairs and International Cooperation

To support Rwanda’s increasing diplomatic engagements worldwide, the President appointed:

  • Dr. Usta KayitesiMinister of State in the Ministry of Foreign Affairs and International Cooperation

Her appointment strengthens Rwanda’s leadership in international cooperation, regional integration, and global partnerships.


Other Key National Appointments

Beyond the cabinet, the communiqué outlines two additional high-profile appointments in national security and the legislative branch.

3. Office of the President

  • Gen (Rtd) James KabarebeSenior Defence and Security Advisor

With decades of experience in defence leadership and national security strategy, Gen. Kabarebe’s appointment reinforces Rwanda’s commitment to maintaining peace, stability, and robust security governance.


4. Senate

  • Dr. Charles MurigandeSenator

Dr. Murigande, a renowned academic, diplomat, and statesman, brings his extensive policy and governance experience to Rwanda’s Upper House.


Statement From the Government

The communiqué, signed by Prime Minister Dr. Justin Nsengiyumva, emphasizes that these appointments are made in accordance with Articles 116 and 112 of the Constitution of the Republic of Rwanda. The announcement was formally issued in Kigali on 1 December 2025.

The appointments reflect the government’s ongoing efforts to ensure effective leadership, enhance sectoral performance, and drive national development objectives aligned with Rwanda’s long-term Vision 2050.
