What is the Public Service Blacklist?

The Ministry of Public Service and Labour (MIFOTRA) in Rwanda maintains an official Blacklist of individuals who have been dismissed from public service due to disciplinary issues such as:

• Forgery of documents

• Absenteeism

• Corruption

• Insubordination

• Mismanagement of public resources

This initiative, available via blacklist.mifotra.gov.rw, is part of Rwanda’s broader effort to promote transparency, integrity, and accountability within public institutions.

Who Appears on This List?

The blacklist contains names of former public servants who were:

• Dismissed after due administrative procedures

• Found guilty of serious misconduct

• Barred from rejoining any public institution unless officially cleared

Each entry includes the person’s full name, former institution, dismissal reason, and the date of the disciplinary decision.

Why Is This Important?
