💰 Director of Finance (Microfinance Executive Leadership)
VisionFund Rwanda (VFR), Rwanda’s largest microfinance institution dedicated to empowering underprivileged rural communities, is seeking an executive-level Director of Finance (DF). This critical Senior Leadership Team (SLT) role will drive financial strategy, ensure regulatory compliance, and safeguard VFR’s mission-driven sustainability.

The Director of Finance will report directly to the CEO, partnering to shape business strategy and enhance financial inclusion while adhering to the highest standards of governance and risk management.
📋 Position Overview
💡 Job Purpose: Strategic Financial Oversight & Sustainability
The Director of Finance provides strategic financial leadership essential for VFR’s long-term sustainability and operational excellence. The DF is responsible for optimizing financial performance, mitigating financial risks (liquidity, interest rate, FX), and maintaining robust governance frameworks in strict compliance with the National Bank of Rwanda (BNR) and other regulatory bodies.
✅ Key Responsibilities & Areas of Executive Accountability
1. Financial Strategy and Reporting (30%)
Strategic Planning: Lead the annual VFR business planning and budgeting process, ensuring accurate financial projections and strategic modeling that integrates branch-level plans.
Performance Monitoring: Monitor VFR’s financial health monthly, reviewing and signing off on performance reports (MED reports) and providing critical narrative analysis to the CEO and SLT.
Stakeholder Reporting: Present financial performance to the SLT and the Quarterly Board, ensuring timely and accurate financial statements are available for all statutory and global consolidation audits (VisionFund International / WVI).
2. Governance, Risk, and Internal Control (30%)
Control Framework: Establish and maintain a robust and effective internal control framework, ensuring full implementation of the Finance policy and Manual.
Regulatory Compliance: Ensure absolute compliance with all BNR regulations regarding liquidity, capital adequacy, provisioning, and reporting requirements.
Audit Management: Coordinate all external audits and engage with auditors on key findings, driving the timely resolution of all internal and external audit issues.
Tax & Legal: Track and communicate local regulatory, legal, and tax changes to VFI and the VFR Board promptly, including coordinating necessary tax health checks.
3. Funding and Liquidity Management (15%)
Funding Strategy: Oversee VFR’s liquidity and funding needs, ensuring timely communication with providers (VFI and third parties).
Debt & Equity: Prepare robust business cases to request debt or equity funding from VFI, and negotiate loan terms with third-party lenders.
Risk Management: Develop and update contingency plans to ensure VFR can withstand liquidity crises and effectively manage balance sheet risks (interest rate risk, foreign exchange risk).
4. Leadership and Capacity Building (15%)
Team Development: Inspire, mentor, and manage the performance of the Finance team, nurturing professional and spiritual development, and ensuring adequate staffing capacity.
Values: Model Christian leadership and VFR Core Values in all interactions, balancing these values with sound commercial practices.
🎯 Required Qualifications and Executive Profile
1. Education and Certification (Non-Negotiable)
Education: Bachelor’s degree in Finance or Accounting from a recognized university.
Certification: CPA (Certified Public Accountant) or ACCA (Association of Chartered Certified Accountants) – must be fully completed.
2. Professional Experience
Senior Experience: Minimum of seven (7) years of experience in a senior finance leadership role (e.g., CFO, Head of Finance, Chief Accountant) with proven supervisory capacity.
Sector Knowledge: Extensive experience (minimum 7 years) in the microfinance and/or commercial banking sectors is required.
Technical Expertise: Deep knowledge of financial reporting, forecasting, planning, and balance sheet risk management.
Board Experience: Experience preparing board documents and presenting in board meetings.
3. Attributes and Commitment
Leadership: Strong communication, influencing, and project management skills. Ability to manage multiple priorities and stakeholders simultaneously.
Values: Must be a committed Christian, able to attend and lead devotions, and balance Christian values with commercial best practices.
Travel: Ability to travel to branches up to 25% of the time.
