About CHAI
The Clinton Health Access Initiative (CHAI) is a global health organization operating in over 40 countries to strengthen health systems, improve access to essential medicines, and accelerate progress toward universal health coverage. In Rwanda, CHAI works closely with the Ministry of Health (MoH), Rwanda Social Security Board (RSSB), and Rwanda Medical Supply (RMS) to ensure sustainable delivery of quality health services and equitable access to health commodities.
Position Overview
CHAI Rwanda is recruiting a Senior Technical Advisor – Supply Chain (Outbound Logistics) to support Rwanda Medical Supply (RMS) in transforming its distribution and last-mile delivery systems. This role will guide strategic reforms, improve logistics efficiency, optimize transport operations, and ensure Rwanda achieves a 95% On-Time-In-Full (OTIF) performance across health commodity deliveries.
The advisor will be seconded to RMS and work directly with the CEO, while also receiving technical guidance from CHAI’s Health Systems Strengthening team.
📌 Key Responsibilities
1. Strategic Leadership in Outbound Logistics
Lead the development and execution of RMS’s outbound logistics strategy.
Integrate innovations in transport optimization, distribution planning, and order management.
Provide strategic advisory support to enhance efficiency and reduce operational bottlenecks.
2. Distribution & Last-Mile Delivery Optimization
Strengthen route planning, delivery scheduling, and transport network design.
Improve performance and accountability of third-party logistics (3PL) providers.
Oversee use of digital logistics tools for tracking, monitoring, and delivery visibility.
Ensure compliance with delivery standards, safety procedures, and SLAs.
3. Data, Performance Monitoring & Continuous Improvement
Establish and monitor KPIs (OTIF, delivery lead time, cost per delivery, customer satisfaction).
Drive continuous improvement through analytics, predictive planning, and cost optimization.
Benchmark RMS operations against global best practices and support certification readiness.
4. Stakeholder Engagement & Coordination
Collaborate with MoH, hospitals, districts, and partners to ensure seamless commodity distribution.
Coordinate with customs, airlines, freight forwarders, and other stakeholders to minimize delays.
Represent RMS in national and international supply chain platforms.
Engage with partners supporting distribution, warehousing, and last-mile logistics.
🎓 Qualifications
Bachelor’s degree in Pharmacy, Supply Chain, Health Sciences, Logistics, or related fields; Master’s preferred.
Minimum 8 years’ managerial experience in supply chain, distribution, or logistics (health sector preferred).
Strong understanding of outbound logistics, transport planning, and last-mile delivery.
Experience with performance improvement tools (Lean, Kaizen, etc.).
Proven ability to advise governments or national-level institutions.
Strong leadership, communication, project management, and stakeholder coordination skills.
Experience working in Sub-Saharan Africa (Rwanda experience preferred).
Excellent command of English; French or Kinyarwanda is an advantage.
