IT Officer: Building the Future of Digital Health at Africa Health Sciences University (AHSU)

This is a unique secondment opportunity based in Kigali, but with a national impact. The role requires regular travel to various clinical teaching sites across Rwanda, ensuring that the digital tools for teaching, research, and clinical training are seamless, secure, and future-ready. As AHSU grows, the IT Officer will be the architect of the university’s digital ecosystem, bridging the gap between classroom theory and clinical practice through technology.

1. Strategic ICT Infrastructure Development & Maintenance

The IT Officer is responsible for the bedrock of the university’s operations. This involves more than just fixing computers; it is about designing a robust environment that supports high-stakes medical education.

• System Architecture: You will design, implement, and maintain AHSU’s core ICT infrastructure, including complex networks, servers, connectivity solutions, firewalls, and redundant backup systems.

• Expansion & Assessment: As AHSU expands, you will conduct critical ICT needs assessments for new teaching sites, simulation spaces, and offices.

• Operational Standards: A key part of the role is developing ICT guidelines and maintenance plans that ensure the university remains operational 24/7. This includes overseeing the installation of high-end hardware like routers, switches, and secure cabling.

2. Empowering Academic Excellence through Digital Learning

In a health sciences university, technology is a teaching tool. The IT Officer plays a direct role in the academic journey of students and faculty.

• Educational Support: You will support the management of Learning Management Systems (LMS) such as Populi or Google Classroom, student portals, and digital examination systems.

• Advanced Tele-education: AHSU utilizes cutting-edge tools for surgical tele-education (e.g., Proximie) and simulation training. You will ensure these tools are always ready for use, enabling virtual teaching and global collaboration.

• Instructional Role: Uniquely, this position involves teaching Digital Health and other IT-related modules to both undergraduate and postgraduate students, as well as faculty members, fostering a culture of digital literacy.

3. Data Security, Compliance, and Asset Management

With sensitive student records and high-value research data, security is paramount. The IT Officer serves as the guardian of the university’s digital assets.

• Cybersecurity Leadership: You will implement rigorous cybersecurity protocols to ensure safe access to all academic and administrative systems, safeguarding against data breaches and ensuring compliance with data protection frameworks.

• Lifecycle Management: From procurement to configuration, you will manage the entire lifecycle of hardware—computers, tablets, projectors, and AV equipment. This includes maintaining a detailed asset inventory and managing software licenses and cloud storage.

• Website & Public Presence: You will be responsible for the official AHSU website, ensuring it is secure, updated with the latest multimedia content, and optimized for accessibility.

4. User Support and Service Delivery

At its core, this role is about people. The IT Officer provides the technical heartbeat that allows faculty and residents to focus on health sciences.

• Proactive Troubleshooting: You will provide timely technical assistance to staff, residents, and students, troubleshooting everything from hardware failures to complex software bugs.

• Capacity Building: Beyond fixing problems, you will offer training sessions on digital tools and safe technology practices to ensure the entire AHSU community can navigate the digital landscape safely.

• Event Support: You will provide on-site technical support for critical university events, including OSCEs (Objective Structured Clinical Examinations), MMIs, and livestreamed seminars.

5. Candidate Profile: Qualifications and Competencies

AHSU is looking for a professional who is technically proficient, educationally minded, and ready to travel to support clinical sites.

5.1. Education and Experience

• Essential: A Bachelor’s degree in Information Technology, Computer Science, or a related field.

• Preferred: A Master’s degree in a related field is strongly preferred.

• Experience: At least 3 years of experience in IT systems development or network management, specifically within a university or health sciences environment.

• Technical Savvy: Proficiency in both Windows and MacOS, and strong experience with LMS platforms and virtual communication tools.

5.2. Key Competencies

• Mobility: Must be able to travel regularly to clinical sites outside of Kigali.

• Language: Fluency in English and Kinyarwanda (written and oral).

• Soft Skills: Strong problem-solving abilities, high level of initiative, and the ability to maintain confidentiality and professional ethics in a medical setting.
