📝 FULL JOB DESCRIPTION
The National Institute of Statistics of Rwanda (NISR) is seeking a highly skilled Systems, Innovations & Communication Specialist to enhance the Institute’s digital platforms, strengthen data communication systems, and support technology-driven innovation. The Specialist will contribute to improving data accessibility, strengthening dissemination platforms, and modernizing NISR’s digital tools used for surveys, censuses, and official statistics.
This position requires excellent technical expertise, strong communication skills, and the ability to collaborate with diverse internal departments and stakeholders.
📌 Key Responsibilities
1. Systems & Digital Innovations
Develop, upgrade, and maintain NISR’s digital systems and platforms used for data production and dissemination.
Support the integration of new technologies for surveys, censuses, dashboards, and statistical tools.
Improve system performance, security, and interoperability of data platforms.
Provide technical support on digital innovation initiatives across departments.
2. Data Communication & Dissemination
Strengthen the communication of official statistics through digital channels.
Manage web content, dashboards, data portals, and online publications.
Ensure that data dissemination products are user-friendly, accurate, and accessible to the public.
Collaborate with communication officers to develop digital communication strategies.
3. Technical Coordination & Support
Work with IT teams, data analysts, researchers, and policy units to support digital transformation needs.
Provide troubleshooting and user support for NISR platforms.
Train staff on digital tools, platforms, and communication systems.
4. Reporting & Quality Assurance
Maintain documentation of systems and innovation processes.
Ensure data accuracy, system integrity, and adherence to national ICT standards.
Prepare periodic reports and contribute to institutional planning.
🎓 Qualifications & Requirements
Bachelor’s or Master’s degree in IT, Computer Science, Information Systems, Communication Technology, or related field.
Strong experience in developing or managing digital systems, web platforms or data tools.
Knowledge of data visualization tools, dashboards, GIS platforms or statistical systems is an advantage.
Experience in communication, digital content, or data dissemination is an added benefit.
Excellent analytical, communication and teamwork skills.
Fluency in English required; French or Kinyarwanda is an added advantage.
Ability to work in a fast-paced, data-driven environment.
