Reports to: CHAI Program Manager – Digital Health (dual reporting to MOH/NHIC)


About CHAI

The Clinton Health Access Initiative (CHAI) is a global health organization working in over 40 countries to strengthen health systems, reduce disease burdens, and improve access to quality healthcare. In Rwanda, CHAI works shoulder-to-shoulder with the Ministry of Health and Rwanda Social Security Board to advance Universal Health Coverage through sustainable financing, digital health, human resources for health, and primary healthcare reforms.


Position Overview

CHAI is seeking a highly skilled Technical Advisor, Data Engineer to support the Ministry of Health’s National Health Intelligence Center (NHIC) in modernizing Rwanda’s national health data ecosystem. The role focuses on designing data architecture, building data pipelines, optimizing cloud infrastructure, improving data governance, and enabling advanced analytics for national health decision-making.

The Technical Advisor will be seconded to the MOH/NHIC and play a pivotal role in reviewing and implementing a new data analytics architecture, ensuring scalability, accuracy, security, and usability of health data across the system.


📌 Key Responsibilities

1. Data Engineering & Architecture

  • Design, build, and maintain scalable data pipelines for ingesting and processing large health datasets.

  • Develop and optimize ETL/ELT workflows for structured and unstructured data.

  • Work with relational, NoSQL, and columnar databases to ensure efficient data storage and querying.

  • Integrate data from national systems, APIs, and third-party sources.

  • Create and maintain a data catalogue and data dictionary.

2. Infrastructure & DevOps

  • Architect and manage cloud environments (AWS, Azure, GCP).

  • Implement Infrastructure-as-Code using Terraform, Ansible, etc.

  • Administer Kubernetes clusters (setup, scaling, RBAC, operators, service mesh).

  • Build GitOps deployment workflows using ArgoCD (or similar).

  • Maintain CI/CD pipelines (GitHub Actions, GitLab CI, Jenkins).

3. Security, Compliance & Monitoring

  • Enforce data privacy, security, and governance standards (GDPR, CCPA, national policies).

  • Implement observability tools such as Prometheus, Grafana, ELK.

  • Ensure secure access, certificate management, vulnerability scanning.

4. Data Quality & Advanced Analytics

  • Set up and enforce data quality frameworks.

  • Recommend and implement data quality tools.

  • Support predictive analytics and machine learning pipelines.

5. Capacity Building & Stakeholder Engagement

  • Train MOH/NHIC teams in data engineering and digital health informatics.

  • Collaborate with data analysts, scientists, digital health developers and policymakers.

  • Support interoperability efforts across government and partner systems.

  • Provide documentation for infrastructure, workflows, and governance processes.

6. Continuous Improvement

  • Stay informed on emerging technologies in data engineering and health informatics.

  • Continuously optimize pipelines, infrastructure and data platforms.

  • Perform additional tasks required by the Program Manager.


🎓 Qualifications

  • Master’s degree in Computer Science, Information Systems, Engineering, or equivalent.

  • Minimum 6 years of proven experience in data or software engineering.

  • Advanced SQL skills and experience with PostgreSQL, MySQL, MongoDB or similar.

  • Experience with ETL tools (Airflow, NiFi, Talend).

  • Expertise with cloud platforms and big data frameworks (Spark, Hadoop, Kafka).

  • Hands-on experience with Kubernetes, GitOps, IaC (Terraform/Ansible).

  • Familiarity with Snowflake, BigQuery, Redshift is an advantage.

  • Strong analytical skills and commitment to data quality.

  • Excellent communication skills and experience working with cross-functional teams.
