TERMS OF REFERENCE (TOR) FOR THE SUPPLY AND DISTRIBUTION OF MOBILE PHONES TO VILLAGE SAVINGS AND LOAN GROUP (VSLG) MEMBERS

1. Background and Context

DUTERIMBERE ONG has been promoting the digitalization of Village Savings and Loan Groups (VSLGs) to enhance financial inclusion, transparency, and efficiency in savings and loan management. However, many poor and vulnerable members remain excluded from digital financial services due to limited access to mobile phones and low digital literacy. To address this gap, DUTERIMBERE ONG aims to facilitate access to mobile phones and strengthen members’ capacity to effectively participate in digital savings and loan systems.

2. General Objective

To promote digital and financial inclusion among poor and vulnerable VSLG members by improving access to mobile phones and digital financial services.

3. Specific Objectives

• Increase access to mobile phones among targeted VSLG members.
• Strengthen digital and financial literacy skills.
• Enhance confidence in digital savings and loan systems.
• Promote the effective use of mobile money services within VSLGs.

4. Expected Results

• Increased access to and use of mobile phones by VSLG members.
• Improved digital and financial literacy.
• Greater participation of vulnerable members in digital VSLGs.
• Increased use of mobile money for savings and loan transactions.
• Reduced digital and financial exclusion at community level.

5. Scope of Work

DUTERIMBERE ONG invites qualified suppliers to submit bids for the supply and delivery of mobile phones intended to support the digitalization of Village Savings and Loan Groups (VSLGs) in Nyamagabe, Nyaruguru, and Rulindo Districts.

The selected supplier shall:

• Supply quality mobile phones meeting the required technical specifications.
• Deliver the phones to designated locations identified by DUTERIMBERE ONG.
• Provide manufacturer warranties and after-sales support.
• Ensure all supplied phones are new, genuine, and unused.
• Submit all relevant documentation, including user manuals and warranty certificates.

6. Technical Specifications

The mobile phones shall meet the following minimum specifications:

DUTERIMBERE ONG reserves the right to inspect and verify compliance with these specifications before acceptance.

7. Quantity Required

A total of 688 mobile phones are required for distribution to targeted VSLG members from the said districts.

8. Delivery Period

The successful bidder shall deliver all mobile phones within twenty one (21) calendar days from the date of contract signature.

9. Eligibility Requirements

Interested bidders shall submit:

• Company registration certificate.
• Valid Tax Clearance Certificate.
• VAT registration certificate (where applicable).
• Proof of previous experience in supplying ICT equipment or mobile phones.
• At least three references from similar assignments completed within the last three years.
• Detailed quotation indicating unit price, total price, VAT (if applicable), and delivery costs.

The selected supplier will work under the supervision of DUTERIMBERE ONG and shall provide delivery notes, invoices, warranty documentation, and any other required records. Final acceptance shall be subject to verification of quantity and quality by DUTERIMBERE ONG.

13. Submission of Bids

Interested bidders should submit their technical and financial proposals in sealed envelopes clearly marked:

“Tender for the Supply and Distribution of Mobile Phones for VSLG Digitalization Project” not later than 15^th June 2026 at 11am
