Position Overview

Dexis, in partnership with Global Solutions Ventures (GSV) implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) which transitioned to the U.S. Department of State (DOS) on 1 July 2025, is recruiting senior technical advisors to support critical health systems functions in Rwanda. The roles encompass strategic leadership in health commodity supply chain management, malaria program technical direction, and PEPFAR transition planning and coordination to strengthen national health systems and government ownership.

These advisory roles embed expert technical capacity in government institutions and health systems agencies to ensure effective planning, procurement, commodity management, program continuity, and transition of programs funded by U.S. Government initiatives.

Primary Responsibilities

1. Strategic Supply Chain and Commodity Management

Across both the Supply Chain Advisor and related technical advisor roles, key responsibilities include:

• Technical Leadership: Provide strategic management and oversight of health commodity supply chains aligned with U.S. Government directives and national health priorities.

• Planning & Forecasting: Lead forecasting, quantification, procurement planning, and inventory management for essential health commodities, including those funded under PEPFAR, the President’s Malaria Initiative (PMI), and pandemic preparedness portfolios.

• Systems Strengthening: Support the development and maintenance of robust logistics management information systems, data reporting tools, and performance dashboards to inform decision-making.

• Stakeholder Engagement: Build and sustain strong professional relationships with government ministries (e.g., Ministry of Health), national logistics institutions such as Rwanda Medical Supply Ltd. (RMS) and Rwanda Biomedical Center (RBC), multilateral partners, NGOs, and private sector entities.

• Operational Oversight: Ensure timely, compliant, and cost-effective delivery of commodities from procurement through distribution, ramping up institutional capabilities to eventually manage these functions independently.

• Monitoring & Reporting: Oversee monitoring and evaluation frameworks for supply chain performance and report key outcomes and risks to senior government and donor stakeholders.

2. Senior Malaria Program Technical Leadership

The Senior Malaria Advisor role focuses specifically on supporting national malaria control and elimination strategies through enduring technical leadership:

• Technical Expertise: Provide subject-matter guidance on malaria case management, integrated vector control, surveillance, data systems, and entomological monitoring.

• Program Support & Coordination: Strengthen malaria program planning, implementation, and evaluation within the broader health system context, aligning efforts with national policies and global best practices.

• Capacity Building: Mentor local program managers and technical staff to sustain and advance malaria elimination efforts.

3. PEPFAR Transition Planning & Implementation

The PEPFAR Transition Advisor guides Rwanda’s transition planning as U.S. health programs shift direction or funding modalities:

• Transition Strategy Development: Lead development and phased implementation of transition plans that safeguard health gains achieved under PEPFAR while enabling increased local ownership and sustainability of HIV program functions.

• Cross-Sector Leadership: Convene and coordinate multi-stakeholder planning working groups comprising government officials, donors, NGOs, and implementing partners.

• Progress Monitoring: Track transition milestones, identify risks and barriers, and provide regular data-based reporting to stakeholders, including U.S. Government health offices and Rwandan counterparts.

• Technical & Administrative Oversight: Ensure planning adheres to U.S. Government policy directives, donor requirements, and reflects the priorities of the Ministry of Health and associated institutions.

Minimum Qualifications

Applicants should collectively demonstrate the following professional qualifications and experience:

Education & Technical Expertise

• Advanced degree (Master’s or higher) in Public Health, Global Health Policy, Supply Chain Management, International Development, Public Administration, or a related field.

• Deep understanding of health commodity logistics, donor-funded health programs, and public health systems strengthening.

Professional Experience

• At least 8 years of progressively responsible experience in global health, supply chain operations, disease program management, or advisory roles within government, international organizations, or large public health initiatives.

• Demonstrated experience supporting supply chain systems for high-impact health programs (e.g., HIV/AIDS, malaria, maternal health) in Sub-Saharan Africa.

Technical & Leadership Skills

• Proven ability to provide high-level technical advice, develop strategic plans, and lead multi-stakeholder coordination.

• Strong analytical, planning, and reporting capabilities, with experience using data to improve program performance.

• Excellent verbal and written communication skills in English; competency in French or Kinyarwanda is an asset.

Collaborative Approach

• Experience working with government health agencies, multilateral organizations, and donor partners.

• Ability to work effectively across sectors and within complex multi-partner environments.

Travel & Adaptability

• Willingness to travel regionally as needed and adapt to evolving program contexts.

These advisory positions are situated at the intersection of international development assistance and national health system strengthening. Embedded technical advisors help transition commodity management, disease control programs, and donor-supported interventions from externally driven models to sustainable, nationally owned systems. The successful candidates will contribute substantially to Rwanda’s capacity to manage supply chains, disease programs, and long-term health outcomes with reduced external dependency.
