Recruitment of Field Officers β Poultry Value Chain Development Project
1. Position Information
- Position Title: Field Officer β Poultry Value Chain Development
- Number of Positions: 8
- Contract Duration: Fixed-term (6 months, renewable based on performance and funding)
- Reporting to: Project Manager
2. Background and Context
Friends Effort to Support Youth (FESY) is a national NGO, legally established in 2016. It is committed to advancing socio-economic empowerment of youth and women through market-oriented and participatory development approaches that address structural barriers, strengthen skills and entrepreneurship capacity, and facilitate access to finance to create sustainable and competitive livelihoods.
In partnership with World Vision Rwanda, FESY is currently implementing the THRIVE 2030 Program, focusing on poultry value chain development by:
- Enhancing producer group capacities
- Brokering commercially viable market linkages
- Introducing improved poultry technologies and management practices
- Facilitating access to financial services through S4T and FAST loan mechanisms
The aim is to enable THRIVE households to achieve sustainable income growth and increased resilience through poultry enterprises.
To ensure effective project delivery, FESY seeks qualified Field Officers with technical expertise in poultry production and strong value chain development skills.
3. Purpose of the Assignment
Field Officers will serve as frontline implementers and value chain facilitators, responsible for translating project design into measurable impact at community level.
The role integrates:
- Technical extension services (poultry value chain, enterprise development)
- Market systems facilitation
- Financial inclusion
- Data-driven performance management
They are expected to act as βenterprise acceleratorsβ, helping farmers shift from subsistence to commercial poultry production.
4. Scope of Work and Key Responsibilities
4.1 Technical Support on Poultry Production
- Deliver training on:
- Improved poultry breeds and systems
- Housing and biosecurity
- Vaccination and disease surveillance
- Feed formulation and cost optimization
- Conduct farm visits for:
- Performance monitoring
- Disease troubleshooting
- Promoting climate-resilient practices
- Ensuring compliance with veterinary standards
4.2 Producer Group Strengthening
- Organize poultry producer groups and cooperatives
- Strengthen governance and leadership
- Improve record-keeping and financial systems
- Support business planning and aggregation models
4.3 Market Systems and Value Chain Development
- Link farmers with:
- Input suppliers
- Veterinary providers
- Buyers (hotels, schools, traders, processors)
- Promote:
- Collective marketing
- Contract farming
- Support value addition:
- Egg grading
- Meat processing
- Manure utilization
4.4 Financial Inclusion and Enterprise Development
- Link farmers to SACCOs, banks, and microfinance institutions
- Facilitate access to credit (FAST loans, S4T mechanisms)
- Provide training on:
- Financial literacy
- Enterprise management
- Profitability analysis
4.5 Data Collection, Monitoring, and Reporting
- Use tools such as:
- Kobo Collect
- LMMS
- Excel / Power BI
- Track:
- Productivity (eggs/meat)
- Mortality rates
- Income and savings
- Nutrition outcomes
- Submit:
- Weekly, monthly, quarterly reports
- Document success stories and learning
4.6 Community Engagement
- Promote:
- Gender equality and social inclusion (GESI)
- Youth inclusion
- Participation of vulnerable households
- Strengthen:
- Household decision-making
- Resilience and nutrition awareness
4.7 Stakeholder Coordination
- Work with:
- World Vision Rwanda
- Local authorities
- Veterinary officers
- Financial institutions
- Participate in review meetings and workshops
5. Required Qualifications and Experience
5.1 Academic Qualifications
- Bachelorβs or Masterβs degree in:
- Veterinary Medicine
- Animal Production / Animal Sciences
- Agriculture / Agribusiness
- Related fields
- Masterβs degree is an added advantage
5.2 Professional Experience
- Minimum 5 years of experience in:
- Poultry production or livestock extension
- Community-based agricultural development
- Working with farmer groups or cooperatives
- Experience in poultry value chain development is highly desirable
6. Duty Stations and Requirements
- District-based positions
- Frequent field travel required
- Motorcycle driving license (Category A) is recommended
- Willingness to reside in assigned districts
7. Reporting and Supervision
Field Officers report directly to the Project Manager at FESY.
