Recruitment of Project Manager β€” Poultry Value Chain Development Project


1. Position Information

  • Position Title: Project Manager – Poultry Value Chain Development Project
  • Number of Positions: 1
  • Contract Duration: Fixed-term (6 months, renewable based on performance and funding availability)
  • Reporting to: Executive Director

2. Background and Context

Friends Effort to Support Youth (FESY) is a national NGO, established in 2016. It is committed to advancing socio-economic empowerment of youth and women through market-oriented and participatory development approaches that address structural barriers, strengthen skills and entrepreneurship capacity, and facilitate access to finance to create sustainable and competitive livelihoods.

In partnership with World Vision Rwanda, FESY is currently implementing the THRIVE 2030 Program, focusing on poultry value chain development by:

  • Enhancing producer group capacities
  • Creating market linkages
  • Introducing improved poultry technologies and management practices
  • Facilitating access to financial services (S4T and FAST loan mechanisms)

The goal is to help households achieve sustainable income growth and resilience through poultry enterprises.

FESY is seeking a qualified and experienced Project Manager to lead and coordinate this project.


3. Purpose of the Assignment

The Project Manager will provide overall leadership, strategic direction, and technical oversight for the Poultry Value Chain Development Project.

Key responsibilities include:

  • Ensuring effective project planning and execution
  • Managing field teams and resources
  • Delivering results aligned with project targets
  • Strengthening partnerships and stakeholder engagement
  • Ensuring accountability, learning, and adaptive management

The Project Manager will act as a β€œvalue chain strategist and program driver”, helping beneficiaries transition to commercial poultry enterprises.


4. Scope of Work and Key Responsibilities

4.1 Project Planning and Implementation

  • Lead project planning, work plans, and budgeting
  • Ensure timely and quality implementation of activities
  • Provide technical guidance on poultry production and value chain development
  • Integrate cross-cutting themes (gender, youth inclusion, resilience)

4.2 Team Leadership and Capacity Building

  • Supervise and mentor Field Officers and technical staff
  • Build team capacity in:
    • Poultry production
    • Enterprise development
    • Market systems
    • Reporting and accountability

4.3 Value Chain and Market Systems Development

  • Oversee input/output market linkages
  • Engage private sector actors
  • Promote sustainable poultry business models
  • Facilitate partnerships with buyers, suppliers, and financial institutions

4.4 Financial Inclusion and Enterprise Growth

  • Guide strategies linking beneficiaries to financial services
  • Oversee financial literacy and enterprise development initiatives
  • Ensure alignment with income and profitability goals

4.5 Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Oversee data collection systems and ensure quality
  • Track key indicators:
    • Productivity
    • Income improvements
    • Market participation
  • Lead reporting (weekly, monthly, quarterly, donor reports)
  • Promote learning and adaptive management

4.6 Stakeholder Engagement and Coordination

  • Represent FESY in meetings with:
    • World Vision Rwanda
    • Government institutions and district authorities
    • Private sector actors and development partners
  • Strengthen collaboration and alignment with national policies

4.7 Financial and Administrative Management

  • Oversee budget utilization and financial accountability
  • Ensure compliance with donor and organizational policies
  • Support procurement and resource allocation

5. Required Qualifications and Experience

5.1 Academic Qualifications

  • Master’s degree in:
    • Veterinary Medicine
    • Animal Sciences / Animal Production
    • Agriculture / Agribusiness
    • Community Development
    • Related fields

5.2 Professional Experience

  • Minimum 7 years of experience in:
    • Poultry or livestock value chain development
    • Agricultural or livelihood program management
    • Managing donor-funded projects
  • Proven experience in:
    • Leading development programs
    • Working with NGOs and rural communities

5.3 Core Competencies

  • Strong leadership and team management skills
  • Strategic thinking and problem-solving ability
  • Excellent communication and stakeholder engagement
  • Strong analytical and decision-making skills
  • High integrity and professionalism
  • Ability to work in dynamic environments
  • Proficiency in digital tools for data and reporting

6. Duty Station and Requirements

  • Based in Kigali with frequent travel to project districts
  • Willingness to work in rural/field settings
  • Motorcycle driving license is an advantage
