JOB TITLE: HSE Manager – Marine Oil & Gas Project
LOCATION: Lake Kivu, Rwanda
DEADLINE: 27 December 2025
An international Marine Construction Company is seeking a highly qualified and experienced HSE Manager to lead Health, Safety, and Environmental operations for an upcoming offshore project on Lake Kivu, Rwanda.
The ideal candidate must hold internationally recognized HSE certifications (NEBOSH, OSHA, or equivalent) and have proven experience in international Oil & Gas projects, particularly with ADCI/IMCA diving standards. Experience in marine works is mandatory.
This role will oversee all HSE compliance, policies, and procedures throughout project execution and ensure the highest standards of safety and environmental protection.
Key Responsibilities
1. HSE Leadership & Compliance
Implement and enforce all client HSE standards and requirements.
Ensure full execution of the company’s HSE Site Plan.
Guarantee compliance with:
ADCI/IMCA Diving Regulations
ISO 9001, ISO 14001, ISO 45001
IOGP and other relevant industry standards
Ensure adherence to national legal and statutory HSE obligations.
2. Systems, Policies & Process Management
Maintain and uphold the Integrated Management System (IMS) through:
Internal audits
Management reviews
Coordination with Directors and Senior Managers
Develop and continuously improve HSE policies, operational procedures, and safety management processes.
Conduct regular risk assessments, site inspections, and safety audits.
3. Training & Capacity Building
Promote a strong safety culture across all teams and operations.
Deliver training sessions and mentoring on HSE best practices.
Lead safety awareness programs and toolbox talks.
4. Monitoring, Reporting & Safety Culture
Ensure effective incident reporting and investigations.
Monitor compliance performance and recommend corrective actions.
Encourage environmental responsibility and sustainable practices throughout project activities.
Required Qualifications & Experience
Professional Experience
Proven experience managing Health, Safety, and Environment in large-scale construction or marine projects.
Mandatory experience in international Oil & Gas projects.
Strong understanding of IMCA/ADCI diving standards and offshore HSE practices.
Experience with ISO 9001, ISO 14001, and ISO 45001 compliance systems.
Certifications
NEBOSH, OSHA, or equivalent internationally recognized HSE certification (Mandatory).
Additional ISO or OHSAS certifications are an advantage.
Skills
Strong knowledge of regulatory requirements and risk management methodologies.
Excellent leadership, communication, and reporting skills.
Ability to work in dynamic, multicultural, site-based project environments.
Computer literacy (MS Office).
