Quantity Surveyor – Rwanda TVET Board (RTB)

Description

Rwanda TVET Board (RTB) is recruiting a Quantity Surveyor to support its national TVET-infrastructure development program. The Quantity Surveyor will be instrumental in planning, cost-estimating, contract management, and ensuring compliance with construction standards for TVET school and training center projects across the country.

Responsibilities

  • Prepare Bills of Quantities (BoQ) and cost estimates for civil, structural, electrical and finishing works.

  • Review architectural and engineering drawings to extract quantities.

  • Participate in tender processes: prepare tender documents, evaluate bids, produce cost comparisons and recommendations.

  • Monitor project expenditures and ensure budgets are respected.

  • Liaise with architects, engineers, contractors and procurement teams to coordinate procurement and project delivery.

  • Conduct cost control and value-for-money assessments.

  • Prepare periodic reports on project status, variance, and forecasts.

  • Ensure compliance with national construction standards and RTB procurement policies.

Requirements

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management or related field.

  • Minimum 3 years of professional experience in quantity surveying or construction cost management — ideally within public or development-sector projects.

  • Familiarity with Rwanda Public Procurement Law and TVET infrastructure standards.

  • Strong knowledge of BoQ preparation, cost estimation software, and general construction materials and methods.

  • Excellent analytical, communication and report writing skills.

  • Fluency in English; knowledge of French or Kinyarwanda is a plus.

  • Ability and willingness to travel to project sites across Rwanda.
