Role Purpose

The Government of Rwanda, through the Ministry of Education (MINEDUC), has entered into a framework agreement with Educate a Child (EAC) to support the national goal of achieving zero out-of-school children (OOSC) at the primary school level. Save the Children has been selected as the implementing partner for this national initiative.

The project aims to ensure equitable access and retention in primary education for all children in Rwanda. In partnership with MINEDUC, Humanity & Inclusion, and NUDOR, the project delivers coordinated interventions to identify, enroll, and retain children who are currently out of school or at risk of dropping out.

The five-year project (2023–2028) aims to enroll and retain 177,119 primary-level children across the country.

Save the Children seeks a Project Manager to lead the technical and operational execution of the initiative. The Project Manager will ensure effective implementation of the work plan, monitor the budget, coordinate with project partners, and supervise field teams to ensure high-quality delivery of project activities.

Key Responsibilities

Operational Execution

• Oversee day-to-day project operations to ensure timely, high-quality implementation of activities.

• Ensure adherence to the project work plan, timelines, and budget requirements.

Team Leadership

• Manage and support a team of 3 Project Coordinators and 2 Project Interns.

• Provide direction, coaching, and performance oversight to ensure effective delivery at the field level.

Planning & Implementation

• Lead development and execution of the Work Plan and Detailed Implementation Plan (DIP).

• Coordinate with the Project Director and partners to ensure aligned planning and activity rollout.

Resource Management

• Manage project resources (staff, materials, and finances) for efficient operational delivery.

• Ensure proper deployment and utilization of project tools and materials.

Financial Oversight

• Review Budget vs Actual (BVA) reports regularly.

• Ensure compliance with donor and organizational financial regulations.

• Prevent under- or overspending and maintain strong financial accountability.

Reporting & Communication

• Produce timely, accurate progress reports highlighting achievements, challenges, and recommendations.

• Serve as the operational link between the project consortium partners.

• Participate in Senior Management discussions and share field-level insights and updates.

Child Safeguarding – Level 3

This position involves regular or intensive interaction with children. The Project Manager must uphold the highest standards of child safeguarding and comply with all organizational and national child-protection policies.
