World Vision Rwanda is hiring a Head of Information Technology to lead the strategic direction and day-to-day delivery of IT across the entire VisionFund Rwanda network. This is a senior leadership role — you’ll shape the technology roadmap, manage a dedicated IT team, and serve as the bridge between business needs and technical solutions in a mission-driven organisation operating across Rwanda.


What you’ll do

IT Strategy

  • Lead strategic IT planning across the organisation, aligned with VFR’s mission and cross-departmental goals
  • Implement the IT strategic plan and technology maturity framework across all VFR branches, with regular progress reporting
  • Advise leadership on emerging technologies, digital banking applications, and their relevance to VFR operations
  • Design and implement cost-effective IT plans and budgets for procurement, utilisation, and maintenance of systems

Team & Infrastructure Management

  • Directly supervise the IT team, investing in staff development and managing team budgets
  • Oversee strategic relationships with vendors, partners, and external service providers
  • Lead ongoing development and optimisation of digital infrastructure in line with organisational standards
  • Ensure maximum systems uptime through performance monitoring, helpdesk operations, and device management protocols

Systems, Applications & Governance

  • Serve as the lead liaison between technical staff and business leadership for IT solutions and service delivery
  • Lead acquisition, development, and implementation of new IT systems and applications, including vendor management
  • Lead IT governance policies and procedures in coordination with the Risk team; drive strong cybersecurity and disaster recovery operations
  • Perform internal control reviews with Risk and Internal Audit teams to ensure integrity of IT systems

Minimum requirements

  • Bachelor’s or Master’s degree in Computer Science or equivalent
  • Minimum 5 years in an IT leadership role in commercial banking or microfinance
  • Experience with digital banking, Core Banking systems, and Central Bank e-Data Warehouse
  • Proven IT governance, KPI reporting, and board-level project management skills
  • Knowledge of Linux, Windows Server, cloud platforms (AWS, Azure, Google), and network security
  • Experience in multicultural organisations; alignment with World Vision’s Christian values

Nice to have

  • Oracle Professional certifications (OCA or OCP)
  • Linux professional certifications
  • Experience with SAN storage, Oracle replication, and Crystal Reports design
