World Vision Rwanda is hiring a People & Culture Officer to manage the full spectrum of HR operations — from payroll and HRIS administration to recruitment, performance management, and staff well-being. This is a hands-on, generalist HR role with real ownership across all people functions in the Rwanda office.


What you’ll do

Payroll Administration (30%)

  • Collect, review, and process monthly payroll, ensuring salaries are paid accurately by the 25th of each month
  • Manage staff compensation and benefits; keep the payroll system up to date at all times
  • Work with Finance to ensure timely and accurate RSSB and PAYE monthly declarations
  • Prepare final payments for exiting staff and support market salary benchmarking exercises

HRIS — Workday Administration (30%)

  • Capture and maintain staff data in Workday; ensure all available modules are fully utilised
  • Train staff on the Workday Employee and Manager Self-Service portal
  • Produce reports and data quality assessments from Workday to support decision-making

Recruitment, Onboarding & HR Administration (10%)

  • Oversee a standardised recruitment and hiring process; review staff requisitions and manage contractual processes
  • Draft appointment, transfer, and promotion letters; conduct background and character due diligence checks
  • Ensure comprehensive onboarding plans are in place for all new hires; maintain physical and digital HR records

Performance Management (10%)

  • Support the performance management cycle; ensure supervisors and staff understand appraisal tools and processes
  • Investigate disciplinary and grievance cases; provide guidance on performance improvement plans (PIPs)

Staff Care, Well-being & Separation (15%)

  • Manage the medical insurance scheme, including staff and dependent registration and liaising with the provider
  • Handle staff leave management — coordinate annual leave plans, track usage, and produce year-end reports
  • Develop and implement annual staff care and engagement plans; ensure timely incident reporting in the IIM system
  • Prepare terminal benefits and welfare support for exiting staff; review exit interview feedback

Minimum requirements

  • Bachelor’s degree in Human Resources or Organisational Psychology (Master’s is an advantage)
  • Minimum 3 years of experience in people management or HR operations
  • Proficiency in Microsoft Office applications
  • Strong knowledge of Rwanda labour law and HR best practices
  • Excellent communication, facilitation, and coaching skills
  • Rwandan national or based in Kigali with valid work authorisation
