About CHAI

The Clinton Health Access Initiative (CHAI) is a global health organization working to save lives, strengthen health systems, and accelerate progress toward universal health coverage. Operating in over 40 countries, CHAI collaborates with governments and national institutions to scale sustainable, evidence-based health solutions.

In Rwanda, CHAI supports the Ministry of Health (MoH), Rwanda Social Security Board (RSSB), and Rwanda Medical Supply (RMS) to strengthen primary healthcare, human resources for health, and access to essential medicines.


Program Overview

Rwanda aims to achieve Universal Health Coverage (UHC) by improving equity, quality, and sustainability of health services under the Fifth Health Sector Strategic Plan (HSSP V). CHAI’s Health System Strengthening program supports reforms in primary care delivery, sustainable health financing, and workforce capacity building.

Rwanda Medical Supply (RMS), a key implementing partner, plays a central role in ensuring the availability of quality medicines and medical commodities across the country.


Position Overview

CHAI is recruiting a Senior Associate, People, Learning & Research Advisor to strengthen HR governance, workforce development, and organizational learning at RMS.

The advisor will support RMS in modernizing HR systems, building staff capacity, advancing research initiatives, and fostering a culture of continuous learning and performance improvement.

The candidate will be seconded to RMS Headquarters, reporting directly to the CEO and working closely with CHAI’s HSS leadership team.


📌 Key Responsibilities

1. HR Strategy, Governance & Workforce Planning

  • Advise RMS leadership on HR policies, compliance, and alignment with national labor regulations.

  • Support talent acquisition strategies, workforce planning, and succession management.

  • Strengthen performance management systems, KPIs, evaluation tools, and incentive frameworks.


2. Capacity Building & Organizational Development

  • Design and implement staff development frameworks, including training, coaching, and leadership programs.

  • Conduct skills gap assessments and propose targeted interventions across RMS branches.

  • Coordinate with internal teams to ensure training initiatives support RMS’s strategic priorities.

  • Deliver training sessions and mentorship programs to enhance staff competency.


3. Research & Knowledge Management

  • Lead HR and organizational development research, including workforce satisfaction, retention analysis, training impact assessments, and HR policy studies.

  • Develop evidence-based recommendations to improve HR systems and staff performance.

  • Establish knowledge management systems for documentation, learning capture, and dissemination of best practices.

  • Oversee research activities in collaboration with technical departments and external partners.


4. Stakeholder Engagement & Partnerships

  • Work closely with government bodies (MoH, MIFOTRA, etc.), academic institutions, and development partners to strengthen HR capabilities.

  • Represent RMS in national and regional learning, HR, and research platforms.

  • Facilitate resource mobilization and technical support for HR and capacity-building activities.


🎓 Qualifications

  • Master’s degree in Human Resource Management, Public Health, Organizational Development, Business Administration, or related field.

  • At least 6 years of experience in HR management, organizational development, workforce strategy, or capacity building.

  • Strong experience in designing and implementing training programs in public health or development settings.

  • Proven research and analytical skills, with the ability to translate data into actionable insights.

  • Ability to manage multiple projects under pressure with strong organizational and problem-solving skills.

  • Experience working with government institutions or health sector organizations is an advantage.

  • Excellent communication, leadership, and stakeholder management skills.

  • Fluency in English required; French or Kinyarwanda preferred.
